Coverage: 38 active published awards; 11 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
The Track Circuit Operating Device - Remote Controlled (T-COD (RC) or ZKL) is a Network Rail approved device that creates a circuit in the track that indicates that the section is occupied by simulating a train, which therefore sets the signals to red and the signallers track circuited section to occupied. This enables planned track work in a Line Blockage to have Additional Protection, in addition to signal protection for works to be carried out safely. A requirement is to ensure that the batteries to operate the device(s) are operable and charged. This does require regular maintenance to ensure that the equipment performs as required.

Procedure rationaleThe contract was awarded without prior publication in the Official Journal of the European Union (OJEU) because the procurement was lawfully conducted as a call for competition through the Railway Industry Supplier Qualification Scheme (RISQS), which operates as a recognised qualification system under the Utilities Contracts Regulations 2016 (UCR 2016), implementing Directive 2014/25/EU.
