What is being bought

• United Utilities Water Ltd (UU) produces over 200,000 dry tonnes (tDS) of wastewater derived sludge per annum. • Due to sludge growth and reconfiguration of our asset base we have a need for sludge treatment services in the North of our region. • We have previously issued PINs and conducted market engagement for short term and strategic solutions for these treatment services. • This has enabled us to define the strategic sludge treatment service we want to procure from the market, which is: to outsource 45,000 tDS of sludge treatment capacity for a period of 20 years for sludge arising in the North of our region. • We will be hosting a supplier day in November to set out the details of the procurement and answer questions from potential suppliers. The scope of the sludge treatment services we are procuring will be limited to the treatment of the raw sludge and the management of by-products from the treatment process. We are asking suppliers to provide this outsourced sludge treatment service on a £/tDS gate fee basis over a 20 year operational period, with suppliers providing the financing required. We want the operational period to commence before the end of AMP8.\nThe sludge to be treated is derived from a range of Wastewater Treatment Works (WwTW) with sludge types including Primary sludge, Secondary sludge, and Co-settled sludge (mix of primary and secondary). The raw sludge is a mix of raw, thickened liquid and cake. The wastewater treatment processes vary and include biological and chemical phosphorus removal technologies.\nWe want to give suppliers the flexibility to develop the most efficient solutions possible, therefore:\n1.\tWe will not specify the location or technology that the supplier must use. Suppliers can use their existing facilities, build new facilities, or use a combination of the two.\n2.\tWhilst the supplier does not need to be co-located with our existing operations, they can use a plot within our Blackburn WwTW to develop a treatment facility.\n3.\tWe will deliver the raw sludge to the supplier and recycle BAS compliant digested sludges to land if an AD process is used. The cost of transport and recycling of sludges to land will be factored into the assessment of bids.\n4.\tWe are open to the supplier supplementing our sludge with other merchant feedstocks in order to achieve economies of scale.\n5.\tWe encourage suppliers that have solutions for a proportion of the total volume to work together to offer an aggregated service.\nFollowing closure of the PIN we will host a supplier day in November to provide more detail for interested parties.\nIf you have experience in this area please provide as a minimum the following information and submit to Neil.Gray@uuplc.co.uk\n1.
