What is being bought

Published requirement description

SDNPA intends to establish a single supplier framework for the provision of Rural Access Infrastructure Design, Engineering and Construction Support Services for South Downs National Park Authority's Access Projects, which will support the ongoing delivery of new access paths (including Centurion Way and Egrets Way), access path improvement projects (including the South Downs Way National Trail) and identified access schemes within the Active Travel Network Plan (2025-2040) across the South Downs National Park. A draft specification is included in the Participation Stage documents.

  • How the procedure runs: This Competitive Flexible Procedure will consist of two stages. Stage 1: Participation Stage The participation stage allows for the pre-qualification of suppliers and will provide SDNPA with sufficient information to select a shortlist of suppliers to be taken through to the tender stage. Suppliers must respond to all the questions in the procurement specific questionnaire, and provide all supporting information requested. Suppliers will be shortlisted using a mix of pass/fail and weighted questions. Subject to receiving a sufficient number of compliant responses from suppliers that are not excluded and that satisfy all applicable pass/fail requirements, SDNPA intends to invite six suppliers to the tender stage. Where more than six suppliers satisfy the pass/fail requirements, the six highest-scoring suppliers will be invited to tender, based on the scored conditions of participation and assessment methodology. Where there is a tie for sixth place then all suppliers in sixth place will be invited to tender. For the purposes of this procurement a tie for sixth place is deemed to occur where two or more suppliers are awarded identical scores. Where fewer than six suppliers satisfy the requirements, SDNPA may proceed with the qualifying suppliers, amend the procedure where permitted, or discontinue the procurement. Stage 2: Tender Stage Tenderers shortlisted from the Participation Stage will be invited to participate in a competitive tender process. The award criteria shall be on the basis of the Most Advantageous Tender.

Published description of the framework

This is a single supplier framework, so call-offs will be awarded via direct award. Prices will be determined by the supplier's tendered rate card and costed scenarios. The scenario pricing submitted at tender stage forms the Supplier's baseline commercial assumptions for typical tasks, including hours, labour mix, overheads and methodology. Any call off proposal that materially deviates from these assumptions must be fully justified.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Single Supplier Framework for the provision of Rural Access…” is a framework: the contest is a place on its panel, up to 1 suppliers, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

—Priced at call-off
On a framework or DPS the price is agreed on each call-off, so there is no award price to forecast here: the published figure is a ceiling.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

This Competitive Flexible Procedure will consist of two stages.

Stage 1: Participation Stage

The participation stage allows for the pre-qualification of suppliers and will provide SDNPA with sufficient information to select a shortlist of suppliers to be taken through to the tender stage.

Stage 2: Tender Stage

Tenderers shortlisted from the Participation Stage will be invited to participate in a competitive tender process. The award criteria shall be on the basis of the Most Advantageous Tender.
