Published requirement descriptionEast Ayrshire Council acting as lead authority for this collaborative open framework in partnership with Inverclyde Council are seeking to award a multi-lot, multi-service provider framework to assist and support Education colleagues to comply with the over-arching statutory and legislative governance arrangements of the Council in relation to Standing Orders relating to Contracts and Financial Regulations as well as complying with the guidance as issued by the Scottish Government.
We are looking to develop opportunities which encourage and enhance current thinking around aspects of pedagogy or the development of various services and activities to enhance learning, development and wellbeing. Services and activities on the framework will bring together a range of professionals and partners to work directly with staff, pupils and their families, to reduce exclusion, improve relationships, increase attendance, promote wellbeing and mental health and raise attainment within Literacy and Numeracy for our children and young people.
It is crucial that the services being delivered via the framework promote excellence through raising achievement and improving outcomes: ensuring that every child and young person achieves the highest standards in literacy and numeracy, as well as the values, attitudes, knowledge and skills necessary to shape a sustainable future as successful learners, confident individuals, responsible citizens and effective contributors.

Providing services that engages pupils on a particular subject, activity or project through discussion, performance or participation in class(s) dedicated to the project or activity. Services may include but are not limited to mindfulness, yoga, confidence building, nutrition, diversity, health and wellbeing (physical and mental).
Lot #6Pupil Workshops
Providing services that engage with parents and families to provide support to increase involvement in the pupil’s learning. Services may include, but are not limited to, parental engagement workshops, leadership training, one to one sessions
Lot #7Community Engagement
Providing services that focuses on engaging pupils, parents/carers and the wider community in learning and will build and develop local capacity. Services provided should draw on existing interventions and community programmes to build a stronger local community based on local needs and aspirations.
Lot #8Mentoring
Providing a service that focuses on the support and encouragement of pupils to manage their own learning in order that they may develop their learning skills, improve their academic performance and maximise their potential. Services may include, but are not limited to, additional support with academic studies, coaching, youth work and support and mentoring programs.

Provide services that will develop leadership and team working skills in pupils of all ages and abilities across the local authority

Provide services that will develop leadership skills in teachers and support staff as part of the local authority’s commitment to career long professional learning.

Providing support and assessment materials primarily in the areas of Literacy, Numeracy and Health and Wellbeing. Services may include, but are not limited to, standardised and diagnostic assessment and screening tools.

Providing services that provides a regulated club that offers a safe environment for children outside of school hours. Clubs often include the provision of food and some activities or social element. These may include but are not limited to breakfast, after school and holiday clubs

Providing services that provides a learning and development experience for pupils and/or families away from the school/home environment.
Lot #16Digital Skills Workshops
To support children and young people to develop digital skills. Services may include but are not limited to coding workshops, programming skills, digital literacy, security, social media awareness.
Lot #17Miscellaneous Services
This lot will provide for any service that doesn’t easily fall into any of the categories above e.g. Pet Therapy, Bee Keeping, Massage-in-Schools, Barista training, cycle repairs and maintenance skills workshops. drug and alcohol awareness sessions, sexual health awareness, developing social skills/social networking, loneliness and social exclusion workshops, budgeting skills.

The Service Provider (s) should ensure that their services are underpinned by Getting it Right for Every Child (GIRFEC) to support the overall outcomes for children.
In meeting these outcomes, the Provider shall deliver the Curriculum for Excellence published by the Scottish Government in 2009 and any document replacing or updating the same.
The Educational (Additional Support for Learning) Act 2004 as amended should be adhered to and the relevant policy and procedures of East Ayrshire Council adopted.
