or\n•\tthe combined requirements of Lots 2–4\nConsortium or sub-contracting bidders will be required to:\n•\tclearly define roles and responsibilities\n•\tdemonstrate how services will be delivered as a coherent and integrated system\n•\tset out contractual and governance arrangements governing delivery and risk allocation\nAward Criteria\nAward criteria will be based on the Most Advantageous Tender (MAT), assessed by reference to quality and price.\nThe evaluation methodology will apply a consistent quality and price weighting across all Lots, with full details set out in the Invitation to Tender (ITT).\nEvaluation Approach\nThe Authority intends to evaluate tenders on the basis of two defined delivery scenarios:\n•\tScenario A: A single supplier delivering all services under Lot 1\n•\tScenario B: One or more suppliers delivering services under Lots 2, 3 and 4 collectively\nFor the purposes of evaluation:\n•\tLots 2, 3 and 4 will be combined into a single aggregated score representing the disaggregated delivery model as a complete solution\n•\tLots 2, 3 and 4 will not be awarded independently and will only be considered where they collectively form a complete and deliverable service solution\nScenario B will only be considered where:\n•\tall Lots (2, 3 and 4) are covered by compliant tenders\n•\tthe combined solution represents a complete and deliverable service\n•\tthe solution demonstrates value for money\nWhere these conditions are not met, the Authority reserves the right not to proceed with Scenario B.\nThe Authority further reserves the right:\n•\tnot to award Lots 2–4 where a viable combined solution is not achieved\n•\tto determine that Scenario B does not represent value for money\n•\tto award Lot 1 where it represents the Most Advantageous Tender\nThird-Party Access to Facilities\nThe Authority anticipates that certain waste management facilities procured under this contract may be made available to third-party local authorities. Confirmed authorities include Hertfordshire City Council, Central Bedfordshire, Milton Keynes City Council and Oxfordshire County Council. "description": "Buckinghamshire Council intends to procure a contract for the provision of waste management services, including the transfer, haulage, treatment and disposal of green, food, wood and bulky waste arising from kerbside collections, Household Recycling Centres (HRCs) and street scene services across the county.\nThe Authority is seeking to appoint a supplier or suppliers to deliver a high-quality, resilient and value for money service, aligned with statutory requirements, environmental objectives and the waste hierarchy.\nProcurement Structure and Lots\nThe Authority intends to procure the services using a combination of:\n•\ta single integrated contract; and\n•\ta set of disaggregated service Lots\nThis approach is designed to enable participation from both integrated providers and specialist operators, and to allow the Authority to assess alternative delivery models.\nInformation about Lots\nThis contract is divided into Lots: Yes\nOverall Procurement Approach\nThe Authority intends to adopt a lotting approach comprising:\n•\tone integrated Lot providing a complete service solution; and\n•\tthree disaggregated Lots covering distinct service elements\nThe Authority will assess two delivery scenarios:\n•\tScenario A: Integrated delivery model (Lot 1)\n•\tScenario B: Disaggregated delivery model (Lots 2–4 combined)\nThe Authority will determine the Most Advantageous Tender (MAT) based on the overall performance of each delivery scenario as a complete service solution.\nThe Authority reserves the right to award either Scenario A or Scenario B, based on which option represents the Most Advantageous Tender in accordance with the Award Criteria.\nLot Descriptions\nLot 1 – Integrated Waste Management Service\nLot No: 1\nTitle: Integrated Waste Management Service\nProvision of a fully integrated service for the whole of Buckinghamshire, including:\n•\tfood waste\n•\tkerbside and HRC green waste\n•\twood waste\n•\tbulky waste (including shredding of POPs and non-POPs, on- and off-site)\nServices include:\n•\ttransfer and haulage\n•\ttreatment and disposal\n•\tmanagement and operation of facilities, including the High Heavens Waste Complex\nThe successful supplier will deliver all required services as a single, coordinated solution.\nLot 2 – Green Waste (North)\nLot No: 2\nTitle: Green Waste in the North of the County\nProvision of services including:\n•\thaulage of green waste\n•\taccess to end-destination treatment or disposal facilities\nArising from:\n•\tthree HRCs in the northern area\n•\tkerbside collections and street scene services in the north of the county\nLot 3 – Food Waste (North)\nLot No: 3\nTitle: Food Waste in the North of the County\nProvision of:\n•\tdirect delivery arrangements to end-destination treatment facilities\nArising from:\n•\tkerbside collections and street scene services in the north of the county\nLot 4 – High Heavens Waste Complex and Southern Waste Streams\nLot No: 4\nTitle: High Heavens Waste Complex and South Waste Streams\nProvision of services including:\n•\tmanagement and operation of the High Heavens Waste Complex\n•\thaulage and logistics\nTreatment and management of:\n•\tbulky waste (including shredding of POPs and non-POPs on- and off-site)\n•\twood waste\n•\tsouth area green waste (from seven HRCs and kerbside collections)\n•\tsouth area food waste\nConsortium and Delivery Arrangements\nThe Authority will permit consortium bids and sub-contracting (including sub-prime) arrangements, including bids from two or more economic operators collaborating to deliver:\n•\tthe integrated service under Lot 1; or\n•\tthe combined requirements of Lots 2–4\nConsortium or sub-contracting bidders will be required to:\n•\tclearly define roles and responsibilities\n•\tdemonstrate how services will be delivered as a coherent and integrated system\n•\tset out contractual and governance arrangements governing delivery and risk allocation\nAward Criteria\nAward criteria will be based on the Most Advantageous Tender (MAT), assessed by reference to quality and price.\nThe evaluation methodology will apply a consistent quality and price weighting across all Lots, with full details set out in the Invitation to Tender (ITT).\nEvaluation Approach\nThe Authority intends to evaluate tenders on the basis of two defined delivery scenarios:\n•\tScenario A: A single supplier delivering all services under Lot 1\n•\tScenario B: One or more suppliers delivering services under Lots 2, 3 and 4 collectively\nFor the purposes of evaluation:\n•\tLots 2, 3 and 4 will be combined into a single aggregated score representing the disaggregated delivery model as a complete solution\n•\tLots 2, 3 and 4 will not be awarded independently and will only be considered where they collectively form a complete and deliverable service solution\nScenario B will only be considered where:\n•\tall Lots (2, 3 and 4) are covered by compliant tenders\n•\tthe combined solution represents a complete and deliverable service\n•\tthe solution demonstrates value for money\nWhere these conditions are not met, the Authority reserves the right not to proceed with Scenario B.\nThe Authority further reserves the right:\n•\tnot to award Lots 2–4 where a viable combined solution is not achieved\n•\tto determine that Scenario B does not represent value for money\n•\tto award Lot 1 where it represents the Most Advantageous Tender\nThird-Party Access to Facilities\nThe Authority anticipates that certain waste management facilities procured under this contract may be made available to third-party local authorities. Confirmed authorities include Hertfordshire City Council, Central Bedfordshire, Milton Keynes City Council and Oxfordshire County Council. The Authority is also in discussions with North Hants Council and Bedford Borough Council, with potential inclusion subject to confirmation.",
