What is being bought

Published requirement description

The Authority, the NHS Business Services Authority (NHSBSA), is a Special Health Authority and an Arm's Length Body of the Department of Health and Social Care (DHSC).

The awarded contract is for the secure bulk destruction and disposal of confidential waste. Waste products for destruction include NHS prescriptions and patient medical records as well as waste cardboard.

This contract is being awarded following an Open Procedure procurement carried out under the Procurement Act 2023.

The procurement has demonstrated that the service can be provided at zero cost to the Authority.

Please note that the Contract Start Date is 01/08/2026. The contract will be for a period of four years, with a mechanism to extend for an additional two years at the discretion of the Authority.

Risks

The scope and value of the contract may be directly impacted by a number of risks which may materialise during the term of the contract. The modification of the Contract to remedy any of the risks will be treated as a permitted modification. These include:

  • Changes in legislation or regulatory requirements, including relevant data protection, environmental, and health and safety laws.
  • Changes to the standards, codes of practice, and levels of service as set out within BSEN 15713:2023 for the secure destruction of confidential and sensitive material.
  • The volume of paper documents and cardboard waste to be processed. The volume is not guaranteed and may increase or decrease over the term of the Contract.
  • The level of revenue that can be generated from the wastepaper may rise or fall due price fluctuations within the wastepaper market. These may be impacted by geopolitical and economic factors.
  • National policy changes affecting scope or timelines.
  • Internal restructuring that may affect governance.
  • Dependencies on other internal programmes or systems
  • Dependencies on other contractors or programmes.
  • Potential changes in scope driven by external regulators.
  • Growth in the number and scale of programmes that the Authority and DHSC are required to support.
