        "description": "The SPSHD Framework will operate as a single lot, multi supplier framework, appointing a range of capable economic operators able to deliver energy retrofit and heat decarbonisation solutions across the public sector estate. It will be managed by the Scottish Government. Services delivered under the Framework may include measures relating to building fabric, building services and controls (such as heating, cooling, ventilation, lighting and water systems), on site renewable technologies, and connections to district heating networks.\nIt is intended that the Framework will be awarded on an unranked basis and the method of call off will be through a mini- competition process. All projects will be delivered through a Design and Build Energy Performance Contract model, under which suppliers appointed to the Framework will be invited to compete for individual projects via mini competition call off procedures run by Participating Authorities. Mini competitions may be staged where appropriate to reflect project scale, complexity, or risk. Call off contracts may include associated operation and maintenance services where required on a project specific basis. The Framework will be established for an initial three year term, with the option to extend for a further one year, and suppliers must be capable of delivering works and services across all geographic areas of Scotland, including rural, island, and remote locations.\nThe Framework Agreement will be available for use by the Scottish Ministers (including Agencies), Scottish Non-Departmental Public Bodies, offices in the Scottish Administration which are not ministerial offices, cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998, the Scotland Office, the Scottish Parliamentary Corporate Body, councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994, the Scottish Fire and Rescue Service, the Scottish Police Authority, Advanced Procurement for Universities and Colleges (APUC Ltd) and their members across the higher and further education sector in Scotland and associate member organisations including their associated and affiliated bodies, Scottish health boards or special health boards , all NHS Scotland, The Integrated Joint Boards established further to the Public Bodies (Joint Working) Act 2014, bodies registered as social landlords under the Housing (Scotland) Act 2001, Student Loans Company Limited, the Forestry Commission, the Commissioner of Northern Lighthouse operating as the Northern Lighthouse Board, Equality and Human Rights Commission, Business Stream Ltd, the Business Gateway National Unit at the Convention of Scottish Local Authorities, any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing.     "description": "The purpose of this contract notice is for the procurement of the Scotland’s Public Sector Heat Decarbonisation Framework (SPSHD) previously known as the Non Domestic Energy Efficiency (“NDEE”) Framework for public sector estate improvement works.\nThis procurement will follow a two stage Restricted Procedure: suppliers will first complete an SPD, and shortlisted suppliers will then be invited to submit a full tender at the ITT stage.\nThe Framework, which the Scottish Government will manage, will cover building energy retrofit in its broadest sense including a combination of building fabric, building environmental services systems and their control (e.g. heating, cooling, ventilation, lighting, water etc.), on site renewables, and the potential to connect to district heating systems. It will enable public sector bodies wishing to take forward energy retrofit projects to use (or ‘call off) the Framework and run mini-competitions with suppliers appointed to it to deliver those projects.\nIn addition, the Scottish Government will incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero.\nIn addition to the delivery of works as part of energy retrofit projects, public sector bodies may require framework suppliers to deliver ancillary services. For example, at call-off stage, Economic Operators may be expected to demonstrate their capability to operate and maintain the technology they install. This could include ongoing maintenance or technical support; however, such services will be subject to Framework Public Bodies' needs and may not be required for every project. Where these services are necessary, suppliers may be requested to provide them directly or alternatively through an approved subcontractor, with responsibility for quality and performance remaining with the primary contractor.\nThe Framework will have one lot, comprising multiple framework suppliers each able to deliver energy efficiency works and services to public sector bodies via a range of technical solutions that will provide guaranteed energy performance over the term of the call-off contract awarded under the Framework.\nEconomic Operators will be expected to have the capacity to provide the services, including via supply chain, across all regions of Scotland including the Highlands and Islands.\nFurther details on the project can be found in the Draft Statement of Requirements documents located in PCS-T. In addition, the Scottish Government is considering how it might incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero.\nThe potential Portfolio structure is for the SPSHD Framework is to have one lot, with multiple suppliers that can deliver energy efficiency and heat decarbonisation services via a range of technical solutions that will provide guaranteed energy savings and other decarbonisation out come savings over the term of the call-off contract awarded under the framework.\nThe Framework will be a Design and Build only.\nIt is intended that framework suppliers must have the capacity to deliver or procure the services, via supply chain, across all regions of Scotland including the Highlands, and Islands and rural areas.\nIt is also intended the framework will be unranked and the method of call-off will be through a mini-competition process held by the Participating Authority which can be split into stages to reflect the scope and nature of the particular project.\nIt is anticipated the framework term will be 3 years with the option of 1 year extension.\nPlease note that this Framework once placed can be accessed by all public sector bodies including:\n- central government\n- health\n- local authorities and arms-length external organisations\n- universities and further education colleges\n- other public bodies\nThis exercise is being carried out in advance of any future procurement exercise.
