Official Requirement Description:
THIS IS NOT A CALL FOR COMPETITION Leicester City Council (the Authority) are considering progressing a Children’s Commissioning Arrangement for Leicester City. It is anticipated that tenders for this service would be sought in Quarter 1 of 2027, to enable a new contract to begin on Quarter 3 of 2027. As part of the commissioning process, the authority is undertaking a Soft Market Test (SMT). This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the potential service model and specification principles. The commissioners may use the information to appraise options and further develop the specification. This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The authority is using this process solely to test the market, gather information, and ascertain the level of interest in this particular service. There are therefore no formal criteria which we will use to judge your responses, and it is not our intention to provide any feedback. Methodology & coverage notes (28 active published awards)
Coverage: 28 active published awards; 16 bid reports (which may be per lot); 21 valued awards. Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Every figure carries an evidence level: Robust (5+ observations), Moderate (3–4), Indicative (1–2). Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.
