    "description": "NIE Networks Limited is conducting Preliminary Market Engagement (PME) to gather insights from the market before initiating a procurement process for Contract S1155 (2027) Facilities Management Services. \nNIE Networks Limited would greatly appreciate your feedback in the form of a completed Market Sounding Questionnaire (MSQ) which is available upon request and which should be submitted via PQQ_4691 on e-sourcing NI.\nThe primary focus of this Market Sounding Questionnaire (MSQ) is to invite interested parties to provide information to assist with NIE Networks Limited consideration of the options available and preparation of the tender process including, without limitation, in relation to market appetite, capacity, capability and perceived risks and opportunities. The procurement route, tender approach, scope of services and Contract terms required will be further considered by NIE Networks following this PME exercise and engagement with interested parties.\nThis PME is open to all suppliers and is intended to be a collaborative effort to ensure a robust and successful procurement process. \nSuppliers may be appointed to any and all Lots. \nEstimated total contract spend for all lots over the 8-year period (including optional 3 year extension) is estimated to be between £4m - £6m. \nLot 1 - £2.18m - £2.67m\nLot 2 – £1.34m - £1.61m\nLot 3 – £147k - £176k\nLot 4 – £345k - £414k\nIt is anticipated that the Lot structure and the scope of services will include:\nLot 1 - Facilities Management Maintenance Services\nThe Works and Services in this Contract Lot will consist of planned and reactive facilities management maintenance services in respect of all NIE Networks’ office locations across Northern Ireland encompassing the following key activities: \n•\tMinor building repairs and general works and services (inclusive of, but not limited to, fence repairs, minor groundworks, repairs to roofs and guttering, general accommodation moves, repairs to suspended ceilings, small plastering jobs, painting works and internal partitioning works). \n•\tMaintenance of roller shutter doors. \n•\tGeneral joinery services (inclusive of, but not limited to, fire door replacement; replacement of ironmongery; repairs to kitchen units, office furniture etc.).  \n•\tGeneral mechanical services and maintenance (inclusive of, but not limited to, maintenance of hydroboilers and above counter hot water tap systems; repairs to sinks, toilets, water pipes, replacement joints etc.). \n•\tGeneral electrical services and maintenance (inclusive of, but not limited to, electrical maintenance; fixed wire testing and PAT testing within offices).\n•\tMinor Building Repairs and General Maintenance Services (Electricity Substations and Radio Telecommunications Sites)\nLot 2 - Facilities Management Capital Expenditure Projects\nThe Works and Services in this Contract Lot will consist of planned facilities management services projects in respect of capital expenditure works at NIE Networks’ office locations across Northern Ireland encompassing the following key activities: \n•\tParticipation in competitive selections procedures (formerly known as mini competitions) in accordance with NIE Networks’ facilities management capital project requirements.  \n•\tManagement and delivery of projects inclusive of all electrical, mechanical, joinery and small-scale general building works, and associated services, in respect of: \na)\tOffice refurbishments inclusive of complete office relocations.  \nb)\tRefurbishment of existing and/or installation of new kitchen facilities. \nc)\tRefurbishment of existing and/or installation of new toilets facilities. \nd)\tInstalling of new furniture and/or removal of existing furniture. \ne)\tToilet refurbishments in substations.\n•\tInstalling of new furniture and/or removal of existing furniture If applicable, the Supplier appointed shall ensure any sub-Contractor(s) they require for the delivery of the works have adequate insurances, certifications, accreditations and experience.  \n•\tThe Supplier will prepare a pricing schedule based on the scope of works/specifications provided by the Facilities Management team. The full terms of the technical requirements such as quality, timescales etc. will be provided. \n•\tThe Supplier who submits the successful bid will be issued a work instruction awarded the call off contract for such works then manage the works, in coordination with along the Facilities Management team.  \n•\tPreparing pricing schedules and scopes of works \n•\tManaging and coordinating all trades ensuring compliance with CDM regulations as applicable\nLot 3 - Legionella and Water Treatment Services \nThe Works and Services in this Contract Lot will consist of Planned Preventative Maintenance in respect of Legionella and Water Treatment Services encompassing the following key activities: \n1.\tHot Water Systems inclusive of: \na)\tMonthly temperature checks. \nb)\tTemperature adjustments as required to be carried out at the time of testing. \nc)\tAnnual water samples from calorifiers. \nd)\tAnnual visual inspection of calorifiers. \n2.\tCold water Systems inclusive of: \na)\tMonthly temperature checks at sentinel taps. \nb)\tSix monthly temperature checks on tanks. \nc)\tAnnual inspection of tanks. \n3.\tShower Heads inclusive of: \na)\tDismantle, clean and disinfect shower heads quarterly. \n4.\tProvision of Risk Assessments inclusive of: \na)\tAnnual update of risk assessment per site. \nb)\tInitial risk assessment of new sites. \n5.\tProvision of a web-based management system to facilitate water treatment system management and the control of Legionella with appropriate access provided to NIE Networks of maintenance and testing records. \nLot 4 - Minor Building Repairs and General Maintenance Services (Electricity Substations and Radio Telecommunications Sites) \nThe Works and Services in this Contract Lot will consist of Minor Building Repairs and \nGeneral Maintenance Services in respect of all NIE Networks’ Electricity Substations and Radio Telecommunication (RT) Sites across Northern Ireland encompassing the following key activities: \n1.\tMinor building repairs and associated general works and services and maintenance (inclusive of, but not limited to, repairs of wooden or palisade fences/gates; repairs, replace or clean out sub-station guttering; fitting anti-climbing guards/paint; painting out, or cleaning of, graffiti; painting substations and RT site buildings; and repairing ground damage and minor grounds maintenance). \n2.\tGeneral joinery services (inclusive of, but not limited to, door repairs, replacement of ironmongery etc.).  Roof repairs (flat and pitched)\n3.\tGeneral mechanical services and maintenance (inclusive of, but not limited to maintenance and cleaning of sinks, toilets, water pipes, replacement joints etc.). \n4.\tGeneral electrical services and maintenance (inclusive of, but not limited to, fixed wire and PAT testing, replacement of internal and external lights and fittings etc.). Substation wiring is excluded from this contract. \n5.\tWorks within NIE Networks Radio Telecommunications Sites (RT’s) are as above.",

PQQ_4691 has been created on eSourcing NI where parties can register their interest and access the Market Sounding Questionnaire (MSQ) via the secure messaging function.\nInterested parties should submit clarification questions via the messaging function within PQQ_4691 S1155 (2026) Facilities Management Services - Pre-Market Engagement on eSourcingNI by 12 noon on Monday 17th August 2026.\nMSQ responses should be submitted by 5:00pm on Thursday 20th August 2026.\nAll clarifications or queries relating to the MSQ must be submitted via the eSourcingNI portal as a secure message. Clarification requests may be answered in batches rather than one at a time. Each response to a request for clarification may be issued as a broadcast message, suitably anonymised, to all interested parties via eSourcingNI. It shall be the interested parties’ responsibility to monitor clarification responses. \nIf an interested party raises a clarification which it considers is confi dential in nature, this must be stated within the request. In all circumstances, NIE Networks Limited reserves the right to issue clarification responses to all interested parties at any stage when it believes, at its sole discretion, the clarification should be issued to all interested parties. \nWhere any additions or amendments are made to the MSQ documents, these will be issued to all interested parties via eSourcingNI in the form of an addendum. Responses to clarification requests issued by NIE Networks Limited shall be deemed to form part of the documents and must be treated as such by the interested party. Any queries or correspondence during the process must not be directed to any NIE Networks Limited employees or any other address rather than the method outlined above. Any violation of this instruction by the Supplier may render their MSQ Response invalid. No oral conversations or agreements with any representatives of NIE Networks Limited shall affect or modify any terms of this document and/or the MSQ or any submitted response. Any oral communication between NIE Networks Limited and the Supplier shall not be binding on NIE Networks, unless the communication is subsequently issued as a broadcast clarification message in response to a clarification requested submitted via eSourcingNI. \nMSQ Responses must be submitted in accordance with the following conditions: \n• eSourcingNI is NIE Networks Limited chosen electronic tendering portal for the Procurement.\n• Should you have any queries, or if you are having any problems registering on the portal, please contact the Bravo Solution dedicated helpdesk by calling 0800 368 4850 (UK) or 00442033496601 (outside UK).\n• The MSQ Response must be completed as directed and returned via the eSourcingNI portal.
