Dysgu is inviting tender responses for a professional learning partner to develop and deliver a national programme on Relational Practice (Trauma Informed) on its behalf. The scope of work is expected to include programme design, programme delivery, resource development and stakeholder engagement to support practitioners across Wales to embed trauma-informed, relationship-centred approaches within their settings and organisations.

This work recognises the importance of relational and trauma-informed practice to improving outcomes for children and young people, particularly those who have experienced adversity, trauma, exclusion or disadvantage. A nationally consistent professional learning programme, supported by Welsh Government, aims to ensure that practitioners across the system have a shared understanding, common language and practical approaches that create safer, more inclusive and more effective learning environments.

  • How the procedure runs: The procurement will be conducted using a Competitive Flexible Procedure comprising two evaluation stages: Stage 1: Compliance, Quality and Price (60%) Compliance assessment (Pass/Fail) Quality evaluation (50%) Price evaluation (10%) Only tenderers meeting all mandatory and compliance requirements will proceed to scoring. The three more…highest-scoring tenderers from Stage 1 will be shortlisted for Stage 2. In the event of a tie, all tied tenderers will be invited to progress. Stage 2: Interview (40%) Shortlisted tenderers will be invited to attend an interview via Microsoft Teams. The interview will assess and validate the proposed solution and will be scored against the published evaluation criteria. Final Evaluation Final scores will be calculated using: Stage 1 (Quality and Price): 60% Stage 2 (Interview): 40% The contract will be awarded to the tenderer achieving the highest overall score following completion of all evaluation stages. The contracting authority reserves the right to seek clarification of tender submissions and reserves the right not to award a contract where no suitable tender is received.
