Coverage: 1 active published awards; 0 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

- Lot 1 · #1Individual lot title not publishedStatus not publishedPublished valueNot publishedThis is not a new contract opportunity, but rather a VEAT notice to inform the market that the contracting authorities are seeking to extend their existing contract for the treatment and disposal of residual waste with Suez Recycling and Recovery UK Ltd which was originally awarded in 1995 and is due to expire on 31 March 2026. The extension period will be for a minimum of two years (terminating on 31 March 2028) and for a maximum of five years (with a long stop expiry date of 31 March 2031). The minor amendments are to: (i) acknowledge the anticipated legislative changes in respect of extension of the UK Emissions Trading Scheme to waste incineration; and (ii) address the reduction in tonnage likely to result from the implementation of weekly segregated food waste collections pursuant to the Separation of Waste (England) Regulations 2024. The contracting authorities are currently in procurement (alongside three other local authorities) for a longer term contractor to Design, Build, Finance and Operate an energy recovery facility for the treatment and disposal of this waste. This limited contract extension with minor amendments will provide flexibility for the contracting authorities and ensure continuity of service provision for the treatment of non-recycled waste until such time as the successful contractor takes responsibility for the management of the waste under the new longer term contract.Contract periodNot publishedEligibilityNot publishedOptions / renewalNot published

Planning and rationale

No-engagement rationaleNot published |
Procedure rationaleThis VEAT notice relates to a modification to the contract originally awarded in 1995 following a competitive award process. The contracting authority considers that the modification is permitted by Regulation 72(1)(e) of the Public Contracts Regulations 2015 as a modification which is not substantial. The proposed extension and minor amendment of the contract is based otherwise on substantively the existing terms and conditions and does not render the contract materially different in character, change the economic balance of the contract or considerably extend its scope. The contracting authorities do not consider that if the contract had originally been advertised to include this extension and minor amendment that it would have attracted any different participants or candidates or that the outcome of the original procurement would have been any different. |
