Published requirement descriptionConwy County Borough Council (the “Authority”) intends to procure a contract for the transportation of waste and recyclable materials from its waste management facilities to designated disposal and recycling sites. The Authority proposes to award a contract for an initial period of five (5) years, with the option to extend for a further two (2) years, to the successful supplier(s) (the “Service Provider”).

- Service Delivery Plan - Compliance — Please explain how your organisation complies with all applicable waste transport, environmental and road transport legislation, including but not limited to: • Waste Carrier Registration • Operator Licensing • Environmental Protection Act Duty of Care requirements • Digital Waste Tracking requirement • Drivers' Hours Regulations • Tachograph Regulations Tenderers shall provide evidence of relevant certifications, licences and accreditations, together with details of the systems, procedures and controls used to monitor compliance, including arrangements for monitoring driver working hours and ensuring ongoing compliance with all applicable transport legislation.
- Service Delivery Plan - Health and Safety Management — Please provide details of your organisation's risk management and health and safety procedures relevant to the delivery of the Services. Responses should include: • Health and safety management systems and governance arrangements; • Risk assessment processes • Safe systems of work • Driver and employee training arrangements • Incident reporting and investigation procedures • Monitoring procedures Tenderers should refer to Section 7 of the Service Specification Document.
- Service Delivery Plan - Environmental Performance and Carbon Reduction — The Service Provider shall operate the Services in a manner that seeks to minimise fuel consumption, greenhouse gas emissions and unnecessary vehicle mileage. As part of the SDP, Tenderers shall demonstrate how they will achieve this through: • Route optimisation and scheduling • Vehicle utilisation and fleet efficiency measure • Driver behaviour and fuel-efficient driving initiatives • Measures to reduce idling and unnecessary vehicle movement • Fleet maintenance arrangements • Deployment of low-emission, alternative fuel and/or zero-emission vehicles where appropriate • Monitoring and reporting of fuel consumption, mileage and carbon emissions
- Business Continuity and Contingency Arrangements — Tenderers are required to outline the contingency measures in place to ensure continuity of haulage operations in the event of emergencies, incidents, or disruptions affecting the provision of the Services through a detailed Business Continuity Plan (BCP). Please refer to Section 6 of the Service Specification Document.
- Price Schedule — 9.6 The rates submitted in the Price Schedule shall be deemed to be the full and inclusive consideration for the Services. Unless expressly stated otherwise, the rates shall include all costs, charges and expenses associated with the delivery of the Services, including but not limited to: • Labour costs, including overtime, standby payments, subsistence, insurance, pensions, accommodation and profit. • Vehicle costs, including acquisition, leasing, fuel, maintenance and related operating costs. • Maintenance and repair of vehicles, plant and equipment. • Establishment charges, administrative costs, overheads, postage, telephone and other communications costs • Small tools, consumables and other miscellaneous equipment. • The administration, supervision and management of subcontractors. • Compliance with all obligations, covenants and requirements set out in the Conditions of Contract and other Contract Documents. • Attendance at meetings with the Authority and all associated preparation and follow-up activities.
