Published requirement descriptionThe Police and Crime Commissioner (PCC) for Warwickshire invites tenders for the provision of Victim Support Services across Warwickshire.
The PCC seeks to commission experienced providers to deliver high-quality, accessible and specialist support services for victims and survivors of crime including family members and friends where appropriate, enabling individuals to cope with and recover from the impact of crime, access appropriate support and exercise their rights under the Victims' Code. Services will contribute to the PCC's wider priorities of supporting victims and survivors, protecting vulnerable people, improving access to justice, reducing violence against women and girls, reducing inequalities in access to support and improving wellbeing and recovery outcomes.
The requirement is divided into four lots:
• Lot 1 – Multi Crime Victim Service
• Lot 2 – Sexual Violence Support Service
• Lot 3 – Child Exploitation Support Service
• Lot 4 – Slavery and Exploitation Support Service
Bidders may tender for a single lot or multiple lots.
Across the four lots, the PCC is seeking services that provide appropriate specialist support according to the needs and circumstances of victims and survivors. Services will be expected to provide equitable access to support across Warwickshire, manage demand, capacity and risk effectively, and work collaboratively with relevant statutory, criminal justice, health, safeguarding and voluntary and community sector partners.

The successful provider(s) will be expected to have relevant experience and expertise appropriate to the lot(s) for which they tender and to provide suitably skilled, trained and resilient workforces. Providers will be required to maintain robust safeguarding arrangements and deliver inclusive services capable of responding appropriately to vulnerability and the differing needs of individuals accessing support.
The contracts will be awarded for an initial period of three (3) years, commencing 1 April 2027, with an option to extend for up to a further two (2) years, subject to funding availability.
Funding is allocated separately to each lot and is subject to the applicable funding terms and conditions. Suppliers should note that some funding streams are confirmed for limited periods only and funding levels may change during the contract period. Any underspent funding must be returned to the Authority and/or relevant funding body in accordance with the applicable funding conditions. Full details of the funding arrangements for each lot are contained within the procurement documents. Contract values provided are indicative and dependent on VAT status of successful bidder(s).

This procurement is being conducted using a competitive flexible procedure for the award of above-threshold Light Touch Contracts under the Procurement Act 2023.
Preliminary market engagement has been carried out in relation to this procurement. Where there is any conflict between the preliminary market engagement materials and the tender documents, the tender documents shall prevail.
The Authority reserves the right to amend the procurement timetable or process where permitted by law, make a future direct award where permitted, manage conflicts of interest in accordance with applicable requirements and its governance procedures, and not to award a contract as a result of this procurement exercise.
The Authority reserves the right to award a contract directly under Schedule 5, paragraph 8 of the Procurement Act 2023 if the competitive procedure does not result in an acceptable tender.

- How it runs
- Bidders will submit tenders and satisfy conditions of participation before being invited to present their bid to the PCC. Presentations and Q&A sessions will be used to clarify and validate information already contained within the submitted tender. - Risks
As the contracts fall within the Light Touch Regime, the PCC has greater flexibility to make contract modifications during the contract term. However, in the interests of transparency and to support a collaborative approach with prospective suppliers, the PCC has identified the following known risks that may affect more…
contract delivery: • Funding stability – Funding for these services is determined partly by factors outside the PCC’s control. Consequently, the PCC cannot absolutely guarantee the continued availability or stability of funding throughout the contract term. Should funding be reduced, withdrawn or otherwise impacted, the PCC will work closely with the provider(s) to mitigate any adverse effects on service delivery. • MOJ funding – additional MOJ funding for ISVAs is only confirmed for year 1. The Authority will work with the provider(s) closely and agree any modifications to the Pricing Schedule if necessary. • Funding levels – Decisions regarding the level of available funding are outside the PCC’s control and can fluctuate. As such, the PCC cannot guarantee that funding will remain at the anticipated level throughout the contract term. Funding levels may increase; however, there is also a risk that they may decrease. The PCC will work collaboratively with the provider(s) to manage and minimise any negative impacts arising from changes to funding levels. • OPCC abolishment – The Government has announced its intention to abolish the PCC function. Should these proposals proceed, the parties will work collaboratively to agree and implement any necessary arrangements with the provider(s) to ensure a smooth and orderly transition and novation of the contracts. • TUPE – TUPE is a known risk within this procurement and will apply to the transfer of relevant employees if they are eligible. Providers should note that certain transferring roles may not align fully with their proposed service delivery model(s). Providers will be responsible for managing the TUPE process and all associated risks, liabilities, and compliance requirements. Following contract award and completion of the TUPE process, the PCC and the successful provider(s) will work collaboratively and in good faith to agree any reasonable and necessary amendments to the service delivery model and/or financial model arising directly from the outcome of TUPE. Any such amendments must be fully documented, appropriately evidenced, and clearly justified. TUPE data will be made available once we have received a completed 'TUPE Confidentiality Agreement' which can be found in the tender pack. • Other risks – As explicitly outlined in Tender documents regarding different sources of funding.
