Published requirement descriptionThe Police and Crime Commissioner for Warwickshire, on behalf of Warwickshire Police, has entered into a contract for the provision of Secure Boarding of Dangerous, Seized Dogs and Associated Services, following completion of the standstill period which commenced with the publication of Contract Award Notice reference 2026/S 000-077220 on 13 August 2026.
The contract provides Warwickshire Police with a safe, secure, lawful, humane and responsive service for dogs and, on occasion, cats that are seized, detained, safeguarded, recovered or otherwise placed into police care. The service supports operational policing requirements, criminal investigations, animal welfare responsibilities and the administration of the Dangerous Dogs Act 1991.
The services include secure boarding and welfare management of dangerous, seized and evidential animals; veterinary coordination and treatment; behavioural assessments; collection and transportation of animals; emergency incident response and call-out support; euthanasia and post-mortem arrangements where lawfully authorised; evidential and record management; and management information and contract performance reporting.
The details of the supplier have been withheld under section 94(1)(a) of the Procurement Act 2023 on national security grounds, due to the sensitive nature of the site and activities undertaken on-site and to prevent potential disruption to police investigations.
The stated values are estimates only. Actual expenditure may increase or decrease depending upon operational demand, legislative changes, seizure volumes, court outcomes, animal welfare requirements, inflationary pressures and future policing requirements.

- Conditions of Participation and Assurance: Conditions of Participation will be assessed on a pass / fail basis as per the Procurement Specific Questionnaire and will consider the Supplier’s legal and financial capacity and technical ability to perform the contract. This will also include an assessment of information provided in the Supplier Assurance Questionnaire on a Pass/Fail basis. The Evaluation Panel will assess the supplier information provided via the Central Digital Platform for completeness and compliance with what is required under the Act and Regulations. This will include a review of Basic Supplier Information, Exclusion Grounds, some Economic and Financial Standing information (e.g. as set out in the supplier’s most recent financial accounts), and details of connected persons and beneficial ownership.
- Technical Questions: Weighting 57% Maximum Marks 80 Including Boarding Facilities and Services, Responsiveness and Transportation, Security and Risk, Animal Welfare, Record Keeping, Staffing and Training, and Veterinary Care.
- Social Value: Weighting 7% Maximum Marks 10 Our Social Value objectives are: • Employment and training for those who face barriers to employment. • Support the reduction in crime through community cohesion, awareness raising and action. • Sustainable procurement practices: reducing carbon footprints, minimising waste, and promoting the use of clean energy and green technologies The Social Value element can be submitted via the DICM Pluggin portal, a platform we use that highlights local projects and charities which suppliers can support through donations, volunteering, or other resources. - Pricing: Weighting 36% Maximum Marks 50
- Site Visit: We will conduct a site visit to the Highest Scoring Supplier’s kennels to verify all information provided in the tender. Final award will be subject to a satisfactory site visit and inspection of all kennel facilities. Failure to meet all requirements on the site visit means we may disqualify the Supplier and invite the next highest-ranking Supplier, who can demonstrate compliance with the requirements.

- Risks
Following the award of the Contract, changes (referred to as modifications in the Procurement Act 2023 (Act)) may need to be made to the contract to ensure it can be successfully fulfilled, as demands and circumstances change throughout its lifetime. Modifications may be made to this contract on the basis of:
- Unforeseeable circumstances - the circumstances giving rise to the modification could not reasonably have been foreseen by the Authority before the award of the contract; and it does not change the overall nature of the contract; and it does not increase the estimated value of the contract by more than 50%. This may include a change to dangerous dog laws.
- Materialisation of a known risk - a ‘known risk’ materialises which was not caused by any act or omission of the Authority or Supplier. For this contract a known risk is UK police reform measures. The change may not increase the estimated value of the contract by more than 50%.
- Additional goods, services or works - it is for goods, services or works that are additional to (which would include a repetition of) goods, services or works already provided for in the Contract; and using a different supplier would result in the supply of goods, services or works that are different from, or incompatible with, those already provided for in the contract and the Authority considers that the difference or incompatibility would result in:
o disproportionate technical differences in operation or maintenance or other significant inconvenience; and
o substantial duplication of costs for the Authority.
Where the relevant, conditions under Schedule 8 of the procurement Act are satisfied, the modification of the Contract/Framework to remedy the identified risks would be treated as a permitted Contract modification.
The change may not increase the estimated value of the contract by more than 50%.
Other changes may be permitted as allowed for in Sections 74-77 and Schedule 8 of the Procurement Act 2023
