Published requirement description

Caerphilly County Borough Council ("the Authority") invites tenders from suitably qualified and experienced Providers for the provision of statutory inspection, examination, testing, certification and reporting services relating to Design and Technology (D&T) machinery and Local Exhaust Ventilation (LEV) systems located within maintained schools and educational establishments across Caerphilly County Borough.

The services are required to support the Authority's compliance with statutory health and safety obligations, including but not limited to:

  • The Control of Substances Hazardous to Health Regulations 2002 (COSHH)
  • The Provision and Use of Work Equipment Regulations 1998 (PUWER)
  • Relevant Health and Safety Executive (HSE) guidance
  • BS 4163:2021+A1:2022 Health and Safety for Design and Technology in Educational and Similar Establishments
  • Building Bulletin 81 (BB81)

The successful provider(s) will undertake annual inspections, examinations, testing, certification and reporting activities, together with the identification and reporting of compliance and non-compliance issues.

The Tender is divided into three Lots as stipulated above. Bidders may submit a tender for Lot 1, Lot 2 or 3. The Authority recognises that some Bidders may only have capability and capacity to deliver one specialist service area, whilst others may be able to provide both service elements.

The Authority reserves the right to award the contract on the most cost-effective option to the Authority by evaluating Lot 1 and Lot 2 against the aggregated outcome of Lot 3. The contract may be awarded to two separate bidders under Lot 1 and Lot 2 or to one bidder under Lot 3.

Bidders tendering for both lots may be able to offer a discounted price if awarded both lots and have the opportunity to add a discounted value (if applicable) within the pricing schedule. This will include any discounted rates or other commercial efficiencies that may be achieved through the provision of a combined service under a single contract arrangement.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected: about £19,982 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Here, local means registered in Wales (Cymru).

A local branch does not count if the registered address is elsewhere.

How long to a decision?

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
