What is being bought

Kent County Council, as part of the Kent and Medway Resilience Forum (KMRF), currently provide on road, Community Safety Accreditation Scheme (CSAS) resource, to assist KMRF partners with managing disruption on the Kent Road network when there are delays at the Kent ports. As part of KMRF's continued work to manage border disruption in Kent, Kent County Council provide CSAS accredited officers, to assist other partners (Kent Police and National Highways) in managing and directing traffic as set out in the KMRF Operation Fennel Plan. This includes officers within the Operation Brock footprint on the M20 and also in and around Dover as part of the Dover Traffic Management Plan. With the introduction of enhanced border checks as part of the European Entry Exit System (EES) possibly leading to increased and more prolonged periods of disruption, the Council, on behalf of KMRF, will also require Police accredited CSAS officers and officers holding other CSAS accreditations (Security Industry Authority (SIA)) to manage traffic and safety in designated sites off of the public highway. The key objectives of the service are: • To provide trained and accredited officers to support community safety, security, and traffic management operations. • To enable enforcement of accredited CSAS powers in accordance with the Police Reform Act 2002. • To ensure safe, compliant, and efficient direction of vehicle and pedestrian traffic. • To deliver a visible, professional presence to deter anti-social behaviour and support public reassurance. Actual expenditure will vary based on the number and duration of deployments, however based on the response received from Right Guard Solutions Ltd, the total contract value is estimated to be between £0 and £958,440 (exc. VAT), depending on usage. The introduction of the full EES registration for all passengers, is likely to commence during the term of this contract. This is a new and untested process and as such, the KMRF cannot set out the exact dates on which CSAS officers will be required both on road and off road at the designated sites close to the Port of Dover, therefore actual expenditure will vary based on the number and duration of deployments, depending on usage.

Procurement method rationaleKent County Council are required to have a contract in place for the provision of CSAS resource for the May 2026 half term period. Currently Right Guard Solutions Ltd are the only supplier CSAS accredited at company level that can provide a workforce, already vetted by the Warwickshire National Vetting Services (on behalf of Kent Police), of sufficient size to fulfil the requirements of the contract; and are therefore the only eligible supplier that can mobilise for contract start date. A market engagement exercise for this contract was conducted and it identified that there were no other reasonable alternatives for the Council to pursue at this time and Right Guard Solutions Ltd were the only fully accredited supplier currently able to meet the contract requirements. The Council plans to run an OPEN procurement procedure in the future to enable other suppliers the opportunity to tender for this contract. Sufficient time will be allocated in the procurement process to enable successful tenderers and their workforce to be fully accredited prior to contract start.

    "description": "Kent County Council, as part of the Kent and Medway Resilience Forum (KMRF), currently provide on road, Community Safety Accreditation Scheme (CSAS) resource, to assist KMRF partners with managing disruption on the Kent Road network when there are delays at the Kent ports. \nAs part of KMRF's continued work to manage border disruption in Kent, Kent County Council provide CSAS accredited officers, to assist other partners (Kent Police and National Highways) in managing and directing traffic as set out in the KMRF Operation Fennel Plan. This includes officers within the Operation Brock footprint on the M20 and also in and around Dover as part of the Dover Traffic Management Plan.\nWith the introduction of enhanced border checks as part of the European Entry Exit System (EES) possibly leading to increased and more prolonged periods of disruption, the Council, on behalf of KMRF, will also require Police accredited CSAS officers and officers holding other CSAS accreditations (Security Industry Authority (SIA)) to manage traffic and safety in designated sites off of the public highway.\nThe key objectives of the service are:\n•\tTo provide trained and accredited officers to support community safety, security, and traffic management operations.\n•\tTo enable enforcement of accredited CSAS powers in accordance with the Police Reform Act 2002.\n•\tTo ensure safe, compliant, and efficient direction of vehicle and pedestrian traffic.\n•\tTo deliver a visible, professional presence to deter anti-social behaviour and support public reassurance.",

Currently Right Guard Solutions Ltd are the only supplier CSAS accredited at company level that can provide a workforce, already vetted by the Warwickshire National Vetting Services (on behalf of Kent Police), of sufficient size to fulfil the requirements of the contract; and are therefore the only eligible supplier that can mobilise for contract start date. \nA market engagement exercise for this contract was conducted and it identified that there were no other reasonable alternatives for the Council to pursue at this time and Right Guard Solutions Ltd were the only fully accredited supplier currently able to meet the contract requirements.\nThe Council plans to run an OPEN procurement procedure in the future to enable other suppliers the opportunity to tender for this contract. Sufficient time will be allocated in the procurement process to enable successful tenderers and their workforce to be fully accredited prior to contract start.",
