What is being bought

About the Office for National Statistics (ONS) ONS is the UK's largest independent producer of official statistics and is the National Statistical Institute for the UK. Formally, it is the executive office of the UK Statistics Authority, a non-Ministerial Department established by the Statistics and Registration Service Act 2007. It is responsible for collecting and publishing statistics related to the economy, population, and society at national, regional and local levels. ONS plays a leading role in national and international good practice in the production of official statistics. Overview The Office for National Statistics (ONS) wishes to make estimations of household vehicle expenditure, the ONS wishes to appoint a sole supplier to provide fully representative prices (RRP) for the list of sold/registered cars in the UK each quarter, inclusive of VAT. The Department for Transport (DfT) will provide the ONS with a volume list of vehicles, which is detailed by vehicle make, model detail, engine size, body type, and manufacturer month. The data set contains an average of approximately 20,000 rows of data, this will then require the successful supplier to evaluate and price each model provided. Where no exact price can be found, the supplier will be expected to find the lowest level average price available. Furthermore, the number of exact matches must be identified in order to maintain the standards of the data that is being delivered. The lowest level averages are required to maintain the quality and accuracy of the estimates that are produced by the ONS, this also ensures continuity in the data. This data will be also used for the ONS Prices Division to construct a sample frame from which to select a sample (and weights).  Suppliers must also be aware that the data that is provided will be utilised to create estimations of household expenditure which will be published by the ONS. Suppliers must agree that the data can be used for these purposes and also provide assurance that the data can be held for perpetuity. Please be aware, this is an irrevocable, royalty-free, non-exclusive, perpetual right for the AUTHORITY to keep the data or data downloaded beyond the expiry of the contract to comply with the AUTHORITY's obligations under the UK Code of Practice for Official Statistics as prescribed within the Statistics and Registrations Service Act 2007. Furthermore Data may be shared with other government agencies to evidence household spending figures when asked. Organisations that should consider contacting us: If you believe that your company has the capability of supplying the ONS with prices data from a wide range of online and physical motor trade authorities, including private and industry leading dealerships. Trade partners that collect data on motor vehicles and their use. Data on finance and leasing details would be sought after but not essential. Data on second hand cars would be advantageous but not essential. Types of support could include: Price and volume data covering the lower level breakdowns of vehicles, new, used, financed or leased. Data should include all sales direct to the final customer. Briefings for each quarterly data delivery; commentating on any unusual price or volume movements in the data. What can a contract with ONS offer? An opportunity to work with a world class statistics organisation, to create better and more timely statistics to be used by all for the benefit of the public good. There is a possibility for this work to be funded if all requirements are met by the provider. How to register When you have expressed an interest, please submit a return to Sophie.keal@ons.gov.uk with the following information to allow ONS to have an understanding of what your company can offer. Please include as a minimum: Organisation Name Contact details Brief description of primary activity of organisation Type of data you can provide and support available It is anticipated that any resulting tenders from this engagement exercise will be conducted through ONS's 'DPS Data SaSiE'. To sign up for this in readiness to receive any future tender packs, please search here Dynamic Purchasing System for Data Sources and Services including Expertise (DPS Data SaSiE) - Contracts Finder This will take you through to the associated documentation for your organisation to apply. Additional Information This Exercise is NOT a pre-qualification or selection exercise and is NOT part of any pre-qualification or selection process that may apply to any future potential procurement. It is intended to act as an awareness and information gathering exercise offering an opportunity for suppliers to advise the extent to which they potentially can provide some or all the services that ONS may require, in order to help ONS with its future intentions.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 72. The category anchor is Data services (72300000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
