Published requirement descriptionThis Tender Notice is issued by Tai Tarian as a Competitive Flexible Procedure in accordance with the requirements of the Procurement Act 2023.
Tai Tarian is seeking to award a Contract to a single Supplier for the Provision and Implementation of an Integrated Business Solution.
As part of its programme of change, Tai Tarian is seeking a comprehensive end-to-end solution that supports intuitive data collection, removes duplication of data, improves operational efficiency and effectiveness, retains a golden thread, enhances customer service and supports informed decision-making through full end-to-end case management, integrated workflows, automation, real-time reporting and management information.
The solution must have fully documented, openly published version-controlled APIs supporting real-time, bi-directional integration with third-party systems and the Tai Tarian data platform. The solution must operate on a common data model so that a single record of the customer, property and interaction is maintained without duplication or synchronisation between modules.
The solution must be cloud-based, scalable, secure and compliant with all relevant Welsh and UK legislation and regulatory requirements, including (but not limited) to GDPR, Renting Homes Wales Act 2016, Welsh Housing Quality Standards 2023 and Building Safety Act (Wales) 2026. It must support efficient data management, robust tailored reporting and analytics capabilities, and facilitate effective engagement with tenants, contractors and other stakeholders through modern digital channels.
The successful Supplier will be required to provide an integrated business solution and all associated licences, implementation, configuration, integration, support and maintenance services necessary to deliver a cloud-based, scalable and secure solution supporting a range of business functions including (but not limited to), customer services, housing operations, asset management, compliance management, property services, financial management, document and records management, portals, mobile working, case management, workflow, scheduling, reporting and analytics and AI and agents.
Tai Tarian recognises that Tenderers may utilise third-party software components as part of their proposed solution. Such arrangements will be permitted provided the Tenderer assumes full responsibility for the delivery and performance of the overall solution and demonstrates that the proposed solution operates as a fully integrated and cohesive solution.

- Not divided into lots: Tai Tarian considered whether the procurement could be divided into lots. Following preliminary market engagement, internal stakeholder engagement and consideration of the organisation's strategic objectives, Tai Tarian concluded that the procurement should not be divided into lots. The purpose of this procurement is to secure a single integrated business solution that supports end-to-end business processes across the organisation. A key objective of the procurement is to establish a common data model and a single view of customers and assets, whilst supporting standardised ways of working and improved operational efficiency and effectiveness. Tai Tarian considers that a single supplier arrangement represents the most effective means of achieving these objectives and delivering the intended business outcomes. Accordingly, Tai Tarian is satisfied that a single-lot approach is proportionate and represents the most appropriate delivery model for this procurement.
- How the procedure runs: Tai Tarian is undertaking this Procurement using a Competitive Flexible Procedure in accordance with the Procurement Act 2023. The Procurement will comprise a two-stage evaluation process. Stage 2 – Tender Award Stage Tenderers successfully progressing from Stage 1 will have their Tenders evaluated against the published Award Criteria. The Tender Award Stage will comprise Quality and Price evaluation, with a weighting of 80% Quality and 20% Price. Quality evaluation will include both written Tender responses and Product Demonstrations. Interested suppliers are invited to attend ‘Meet the Buyer’ sessions, held throughout June at Tai Tarian’s head office, Ty Gwyn.
To register your interest in attending please email [email protected] and indicate the Option(s) you are engaging on.
The deadline to register is 12PM Tuesday 26th May 2026.
Following the deadline to register, Tai Tarian will email all registered suppliers to confirm the time and date that the meeting booking link will be emailed simultaneously to all registered suppliers.
Appointments will be booked by suppliers on a first‑come, first‑served basis across the scheduled June session dates.
Where demand exceeds available capacity, Tai Tarian reserves the right, at its discretion, to extend the programme of sessions into July; however, there is no obligation to do so.
Should additional sessions be made available, these will be offered via a meeting booking link issued simultaneously to all registered suppliers who have not already met with Tai Tarian.
The sessions are intended to be exploratory and non‑evaluative. Suppliers may be invited to cover topics such as:
- A high‑level demonstration of relevant systems and functionality
- How their solution could deliver value for Tai Tarian and its stakeholders
- Experience of delivering similar solutions (housing and non‑housing sectors)
- Key lessons learned from comparable implementations
- What makes a contract of this nature attractive to them
- Examples of innovation and alternative ways of working
Discussions will not be assessed or scored and will not form part of any future tender evaluation.
In addition to the ‘Meet the Buyer’ sessions, Tai Tarian reserves the right to undertake targeted engagement with suppliers whose solutions are considered relevant to the scope of this PME.
Such engagement may take place where it is necessary to support Tai Tarian’s understanding of the market, capabilities, or potential delivery approaches.
Any such engagement will be conducted in a manner that is fair, transparent and proportionate, and will not result in any supplier being advantaged or disadvantaged in any future procurement process.
Where appropriate, Tai Tarian will ensure that any information of wider relevance arising from these discussions is shared with the market in a suitable and non‑attributable form.
This may include engagement with suppliers who have not participated in, or been able to attend, the ‘Meet the Buyer’ sessions.
Please note that the estimated value provided in this notice is indicative only and has been included for administrative purposes. Tai Tarian is using this pre‑market engagement exercise to better understand the potential scope, delivery model and associated costs. Any potential final contract value may differ from that stated.
Please note that recording an interest is voluntary and potential tenderers will not be advantaged or disadvantaged through participation in any ‘Meet the Buyer’ session and any discussions held will not form part of any formal tender process. Tai Tarian will not disclose any supplier‑specific or commercially confidential information to other participants. Tai Tarian reserves the right to change its requirements prior to the Tender Notice being issued and this PME does not commit Tai Tarian to undertake any procurement process.
