This Tender Notice is issued by Tai Tarian as a Competitive Flexible Procedure in accordance with the requirements of the Procurement Act 2023. Tai Tarian is seeking to award a Contract to a single Supplier for the Provision and Implementation of an Integrated Business Solution. As part of its programme of change, Tai Tarian is seeking a comprehensive end-to-end solution that supports intuitive data collection, removes duplication of data, improves operational efficiency and effectiveness, retains a golden thread, enhances customer service and supports informed decision-making through full end-to-end case management, integrated workflows, automation, real-time reporting and management information. The solution must have fully documented, openly published version-controlled APIs supporting real-time, bi-directional integration with third-party systems and the Tai Tarian data platform. The solution must operate on a common data model so that a single record of the customer, property and interaction is maintained without duplication or synchronisation between modules. The solution must be cloud-based, scalable, secure and compliant with all relevant Welsh and UK legislation and regulatory requirements, including (but not limited) to GDPR, Renting Homes Wales Act 2016, Welsh Housing Quality Standards 2023 and Building Safety Act (Wales) 2026. It must support efficient data management, robust tailored reporting and analytics capabilities, and facilitate effective engagement with tenants, contractors and other stakeholders through modern digital channels. The successful Supplier will be required to provide an integrated business solution and all associated licences, implementation, configuration, integration, support and maintenance services necessary to deliver a cloud-based, scalable and secure solution supporting a range of business functions including (but not limited to), customer services, housing operations, asset management, compliance management, property services, financial management, document and records management, portals, mobile working, case management, workflow, scheduling, reporting and analytics and AI and agents. Tai Tarian recognises that Tenderers may utilise third-party software components as part of their proposed solution. Such arrangements will be permitted provided the Tenderer assumes full responsibility for the delivery and performance of the overall solution and demonstrates that the proposed solution operates as a fully integrated and cohesive solution. "description": "Tai Tarian is undertaking pre‑market engagement (PME) to gain an understanding of business systems currently available in the market, prior to finalising its requirements and procurement strategy for a future tender exercise.\nThis PME is being conducted in accordance with the principles of Pre‑Market Engagement under the Procurement Act 2023, to inform our approach, encourage innovation, and ensure any future procurement is proportionate and deliverable.\nTai Tarian is undertaking an organisation wide Transformation Programme consisting of five inter-linking workstreams:\n1)\tCustomer Experience \n2)\tOrganisational\n3)\tData and Digital\n4)\tBusiness Systems \nWe want our business systems to work in a way that:\n- Supports Standardised Ways of Working\n- Enhances Colleague Experience and Operational Efficiency\n- Delivers a Single View of Customers and Properties\n- Integrates Components and Assets Seamlessly\n- Future-Proofs for Growth and Innovation\nTo support the development of our Procurement Strategy, Tai Tarian is seeking market feedback on two potential delivery options and to understand whether a single‑supplier integrated solution or a multi‑lot procurement would represent best value.\nAs part of this PME, interested suppliers are invited to indicate whether they would expect to be interested in submitting a tender for one of the following two options, should a future procurement proceed.\nOption 1 – Provision and Implementation of Integrated Business Systems incl. Housing Management, Assets and Repairs\n(full scope provided below)\nOr Option 2 – Provision and Implementation of an Assets and Repairs Management System (only)\nFor clarity, Tai Tarian is using this options appraisal to determine if the procurement will be split into Lots, or if Tai Tarian will procure a contract with one Supplier to supply and implement a fully integrated business system.\nSuppliers should only express interest in an option where they would expect to be capable of delivering the full scope of that option on an end to end basis, rather than partial or modular components, i.e. an interested Supplier would submit a Tender for an Assets and Repairs Management System, and not just a Repairs System. Suppliers offering partial, modular or component‑only solutions may wish to note that these fall outside the intended scope of this PME exercise. Tai Tarian therefore reserves the right to limit participation in ‘Meet the Buyer’ sessions where a supplier confirms that it cannot deliver an option in full.\nIt is anticipated that the scope of each Option will include (but not be limited to): \nOption 1: Integrated Business Systems incl.
