Private Markets Risk Modelling
Authority: LGPS CENTRAL LIMITED (Public body)
What is being bought
Published requirement descriptionLGPS Central Limited is one of the UK’s Local Government Pension Scheme asset pools. Founded in 2017, LGPS Central brings local authority pension funds together to invest collectively, combining scale, expertise and strong governance to help deliver long-term value for scheme members, employers and stakeholders.
This market engagement exercise is intended to explore the range of private markets risk analytics solutions available, assess how these services could meaningfully and practically enhance LGPSC’s existing risk oversight framework, and help refine our requirements should we subsequently proceed to a formal procurement.
We are inviting providers to describe their capabilities across private markets risk analytics. Areas of particular interest include but are not limited to exposure and concentration monitoring, scenario analysis and stress testing, liquidity and cashflow forecasting, and risk modelling. We also welcome information on other capabilities, methodologies or approaches that providers consider relevant to effective private markets risk oversight.
Through this engagement, we would like to understand:
- The asset classes currently covered, together with any planned enhancements or future developments.
- Typical client profiles and use cases, including practical examples of how asset managers and institutional investors use the solution to support private markets risk oversight.
- The nature of the outputs available, including reporting capabilities and the scope for developing tailored reports.
- How the solution could integrate with and complement existing portfolio management and data platforms.
- Any additional capabilities or approaches that providers believe could enhance private markets risk oversight.
This is a fact-finding exercise intended to help the Authority better understand the market, available solutions and delivery approaches, and to inform and refine its requirements. This exercise does not form part of any supplier selection, evaluation or procurement process

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means the winner is registered in the region where that contract was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered outside West Midlands.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 67 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.
How many bids did past lots attract?

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

- The Authority will review questionnaire submissions and may invite one or more suppliers to participate in follow-up market engagement activities, including solution demonstrations and discussions regarding the draft business requirements. Any such discussions will be undertaken solely to help the Authority better understand the range of solutions available within the market and to refine its requirements. Depending on the volume and nature of responses received, the Authority reserves the right to limit the number of suppliers invited to participate in further engagement activities.

Equally, suppliers that choose not to participate, do not submit a response, or are not invited to any follow-up engagement activities will not be disadvantaged should the Authority subsequently undertake a procurement. The Authority will conduct this engagement in a fair and transparent manner and will ensure that no supplier gains an unfair advantage in any subsequent procurement conducted under the Procurement Act 2023.
