What is being bought
BACKGROUND AND INTRODUCTION The previous Prison Operator Services Framework (POSF1) was established in July 2019 and expired in July 2025. As a result, the Authority is in the process of establishing a new framework, Prison Operator Services Framework 2 (POSF2). To inform the market and generate interest, the Authority has previously conducted a series of market engagement events. To build on this, a one-week period during w/c 9th February 2026 has been identified to hold a series of events (“Mini-Series”) with interested suppliers prior to the launch of Prison Operator Services Framework 2 (POSF2) in February 2026. The Mini-Series events will focus on the core requirements of the POSF2 competition and accompanying Tender documents. The Mini-Series will consist of four sessions, delivered online only (via Microsoft Teams). Each session will be recorded. The proposed schedule and indicative timings for each Mini-Series event are as follows: Event 1 – Commercial Aspects at 2pm – 4pm on Monday 9th February 2026 via Microsoft Teams Event 2 – Framework Evaluation Questions and Data Room (Part 1) at 10am – 12pm on Tuesday 10th February 2026 via Microsoft Teams Event 3 – Framework Evaluation Questions and Data Room (Part 2) at 2pm – 4pm on Tuesday 10th February 2026 via Microsoft Teams Event 4 – Finance Aspects at 2pm – 3:30pm on Wednesday 11th February 2026 via Microsoft Teams As per the Planned Procurement Notice published by the Authority on 8th December 2025 (https://www.find-tender.service.gov.uk/Notice/080623-2025), the indicative procurement timetable for the POSF2 procurement is as follows. Please note these dates may be subject to change. • Publication of Tender Notice and Procurement Documentation - 23/02/2026 • Deadline for Submission of PSQ and COP Responses - 13/03/2026 • Authority issue PSQ and COP Notification Letters - 02/04/2026 • Bidder Engagement and Dialogue - 20/04/2026 to 19/06/2026 • Publication of ISFT Documentation - 29/06/2026 • Deadline for Submission of Tender Responses - 24/07/2026 • Framework Award - 08/03/2027 EVENT 1: COMMERCIAL ASPECTS This event will be held virtually via Microsoft Teams and will be delivered by the MoJ Commercial team. This event will aim to provide suppliers with key information, including: • An overview of the Invitation to Tender (ITT) documentation to be published • Conditions of Participation (COP) stage, including the technical, financial and legal requirements • The draft Framework Agreement, including the approach to Framework Management • The draft Model Call-Off Contract, including proposed contract length, extension provisions, performance mechanism and TUPE • Projected pipeline throughout the Framework term, including the proposed timeline for reopening the Framework EVENTS 2 & 3: FRAMEWORK EVALUATION QUESTIONS AND DATA ROOM This event has been split into two parts due to its anticipated length. The two sessions will be held virtually via Microsoft Teams and will be delivered by the HMPPS Competition and MoJ Commercial teams. This event will aim to provide suppliers with key information, including: • A detailed overview of all Framework Evaluation Questions, including the Response Criteria and Response Sub-Criteria • An overview of the Optional Framework Evaluation Questions, including an explanation of the implications of Optional Framework Evaluation Questions throughout the term of the Framework • The proposed assessment methodology for evaluating supplier responses to the Framework Evaluation Questions • An overview of the Data Rooms to be used as part of the POSF2 competition EVENT 4: FINANCE ASPECTS This event will be held virtually via Microsoft Teams and will be delivered by the MoJ and HMPPS Finance team. The event will aim to provide an overview of the key financial considerations for the POSF2 competition, including: • The Financial Viability Risk Assessment (FVRA) and any other financial submission requirements as part of the COP and ITT stages • An overview of the payment mechanism included as part of the Model Call-Off Contract REGISTERING ATTENDANCE AND SUPPLIER ATTENDEES For suppliers who have not previously expressed an interest in POSF2 but are interested in attending this event, please register for this procurement opportunity on the MoJ's e-procurement portal, Jaggaer, under PQQ_404 - Market Engagement for Prison Operator Services Framework Agreement - Generation Two.
