What is being bought
Staffordshire County Council (SCC) is undertaking Pre‑Market Engagement (PME) to inform the procurement strategy for an Electric Vehicle Infrastructure (EVI) scheme forming part of the Council's wider EVI programme of works.
The scheme proposes the delivery, operation and maintenance of EV charging infrastructure within public car parks across Staffordshire (approximately 70 sites, 600 fast charging sockets, 7-22kW and 40 sockets with a 50kW minimum output), supported by £2.58m of LEVI capital grant funding alongside private sector investment. SCC is currently considering options for the appointment of a delivery partner through a concession contract model.
Suppliers/service providers are being requested to complete a PME Questionnaire.
The purpose of this questionnaire is to:
test market appetite and attractiveness of the scheme;
assess alignment with the LEVI‑recommended Heads of Terms;
validate assumptions on risk allocation, contract length, and commercial structure;
understand realistic procurement and delivery timescales; and
identify opportunities to improve deliverability, value for money, accessibility and futureproofing.
Identify any barriers and/or risks for suppliers in the delivery of this scheme, including participating in the formal procurement process.
Participation is voluntary and forms part of informal market engagement only. Responses will be anonymised and will not confer any advantage or disadvantage in any future procurement process. Feedback will be considered to inform the final sourcing strategy and tender documentation.
The PME Questionnaire must be returned by 5pm 3rd June 2026 by email to; ElectricVehicles@staffordshire.gov.uk
