The London Borough of Hillingdon is committed to maximising recycling and reducing waste via the safe removal and processing of mixed bulky waste and street litter from its Harlington Road Depot. Additionally, the borough was looking to appoint the services for the collection and processing of excavated material from the borough's cemeteries.

Contract duration: 4+ 2 (Total contract term 6 years)

2A. Requirements – Mixed Municipal Waste

2A.1 The supplier shall collect the mixed municipal waste loads, containing a mixture of street litter and bulky waste, from the London Borough of Hillingdon’s Harlington Road Depot on a regular basis as required between 8am and 2.30pm, Monday to Friday and upon request on a Saturday and Sunday;

London Borough of Hillingdon

Harlington Road Depot

128 Harlington Road

Hillingdon Middlesex UB8 3EU

2A.2 The materials will have been deposited in loose form, contained within loading bays and thereafter loaded into the skips prior to the collection.

2A.3 The supplier shall provide a skip container of standard forty (40) yard size to remain on site at Harlington Road Depot with no associated container hire charge. This will allow for ease of collections.

2A.4 There is only space available to accommodate two skips on site. The supplier shall ensure that a regular service is provided to ensure that waste can be contained as required.

2A.5 The London Borough of Hillingdon will load the skips using a wheeled mechanical loading shovel. Under normal operating circumstances the skip requiring collection will be already loaded, therefore the supplier can carry out an exchange of skips.

2A.6 The London Borough of Hillingdon will expect a regular schedule of collections to ensure that there is no build up of materials at the site. Daily collections will be expected if quantities require, with the possibility to increase this if necessary, upon short notice.

2A.7 The supplier shall be responsible for the collection and removal of materials from the Harlington Road Depot using vehicles that are fit for such purpose and are adequately covered to prevent any spill or leakage.

2A.8 The supplier shall allow for their vehicle to be weighed at the Harlington Road Depot, prior to and after materials have been loaded. This will be the practice for every vehicle movement throughout the life of the contract.

2B. Requirements – Excavated material from cemeteries

2B.1 The supplier shall collect the excavated material, which is largely clay based, from the below cemeteries by prior arrangement with the responsible officer.

Cherry Lane Cemetery

Shepiston Lane

Hayes

UB3 1RN

72 hours’ notice for collections. The supplier will be required to provide a JCB and driver to load the collection vehicles. Approximately 3-4 collections per year of up to 8 loads per collection.

Northwood Cemetery

Chestnut Avenue

Northwood

HA6 1HR

48 hours’ notice for collections. The supplier shall provide a grab lorry to carry out collections. Up to 10 collections per year.

2B.2 The material will be deposited in loose form at the site and will need to be loaded by the supplier at the time of the collection.

2B.3 The supplier will agree the required number of collections with the nominated officer.

2B.4 The supplier shall provide vehicles that are fit for such purpose and are adequately covered to prevent any spill or leakage.

2B.5 The supplier shall ensure that all vehicles are weighed at their own site, prior to, and following all collections, and provide a full weighbridge report to the London Borough of Hillingdon following each collection for the purposes of data monitoring and invoicing. This will be the practice for every vehicle movement throughout the life of the contract.
