What is being bought
Since Westminster City Council (WCC) carried out a pilot test of shared power supply charge points, or lamp column charge points (LCCP), alongside residents’ parking bays in 2017, the council has embarked on expansion programmes in every year since. This has resulted in a total of 2250 LCCP being present on the WCC maintained public highway, 1,605 of which are in-column charge points with the remaining 645 being formed of satellite bollards. Furthermore, 430 of these are positioned alongside dedicated resident's EV charging bays which provide for a 12 hour maximum stay while plugged in. As of June 2023, there are just under 6,000 Westminster residents with an EV, a figure that has grown at a rate of around 27% from last year. The charge points have all been manufactured by Ubitricity and WCC has purchased these through contracts procured via the TfL GULCS Framework. They have a working life of at least 10 years and are compatible with the Open Charge Point Protocol (OCPP) version 1.6, so there is an opportunity for a Supplier to provide a service for at least 5 years once all the initial contracts have concluded. Our intention, therefore, is to procure a service to manage these charge points so prior to the expected procurement within the next 12 months, we are interested to learn how this could be achieved through issuing this PIN and Request For Information. The purpose of this PIN is twofold. One, to notify the market that a future procurement is likely to occur during the next 12 months, and two, to understand in greater detail how WCC could deliver this service and gain invaluable information from the market to help support the WCC future strategy. As a result, a short questionnaire is available for interested organisation to respond to. This can be found at www.capitalesourcing.com.
