What is being bought
A procurement Hub comprising Conwy County Borough Council, Denbighshire County Council and Flintshire County Council is seeking expressions of interest from providers able to offer a service for the treatment of household collected food waste.
The Hub requires a treatment process that meets Wales Government’s definition of recycling (e.g. PAS100 for anaerobic digestion) for up to 15,000 tonnes (or 25,000 tonnes for an expanded Hub) of separately collected food waste per year.
All three Hub Authorities collect source separated food waste from households and businesses in EN13432 certified liners. All collected food waste is free from packaging.
Food waste will be delivered by the Hub in bulk sealed skips but consideration will be given to solutions that include haulage and/or solutions offering direct tipping at the treatment facility by the Hub’s collection vehicles.
Consideration will be given to solutions that allow for packaged food wastes to be processed.
The Hub is keen to explore all of the following options:
• For the existing Hub to procure a new operation and maintenance (O&M) contract for an existing anaerobic digestion (AD) facility at St Asaph, LL17 0DS
• For an expanded Hub (more members, greater tonnage) to procure the design and build of an upgrade/expansion and O&M to the existing AD facility at St Asaph
• For the existing, or an expanded, Hub to procure a new food waste treatment contract, i.e. gate fee or merchant facility basis.
