Published requirement description

The Association of North East Councils, trading as the North East Procurement Organisation ("NEPO"), is establishing a multi‑supplier, multi‑lot Framework Agreement for the provision of Office Supplies, Educational Supplies and Catering Disposables. The Framework will be accessible to Contracting Authorities throughout the United Kingdom.

The Framework is intended to support a wide range of requirements and encompasses, but is not limited to, the following categories of goods:

General Office Supplies

Electronic Computer Consumables

Educational Products

Promotional Print Materials

Catering Disposables

Light Kitchen Equipment

The Framework incorporates Social Value commitments and provides robust governance, compliance and contract management arrangements. It offers a multi‑supplier solution that enables Contracting Authorities to employ flexible call‑off and award procedures, supported by suitably experienced suppliers.

A NEPO Core List has been developed in collaboration with NEPO Member Authorities and comprises high‑demand items within the following Lots:

Lot 1: General Office Supplies

Lot 2: Electronic Computer Consumables

Lot 3: Educational Products

Lot 5: Catering Disposables

Lot 6: Light Kitchen Equipment

A future‑proofing mechanism has been built into the Core List through annual reviews, ensuring it can be adapted to meet the evolving ordering requirements of Contracting Authorities. Items that are frequently purchased outside of the Core List (Non‑Core items) will be assessed and may be incorporated into the NEPO Core List. Conversely, items currently on the Core List that are no longer regularly ordered will also be reviewed and may be removed from the Core List accordingly.

Lot 4 - Promotional Print Materials has been structured to allow Contracting Authorities to specify their own bespoke requirements during call‑off. The Lot has been awarded on the basis of a pricing structure in which suppliers submitted a percentage cost‑plus margin applied to defined order‑value thresholds.

The successful suppliers have been appointed following completion of a single‑stage Open Procedure in accordance with PA23 Regulations.

CPV: Catering supplies · Cooking utensils · Information and promotion products · Kitchenware · Office supplies · Parts and accessories of office machines · Parts and accessories of photocopying apparatus · Plates · Saucers · School books · Spoons, forks · Textbooks

Published description of the framework

The successful Tenderers have entered into a Framework Agreement (NEPO502: Office, Educational & Catering Supplies) with NEPO. This Framework is made accessible to the Member Authorities and the Associate Members of NEPO via Call-Off Contracts. NEPO has establish overarching terms and conditions that define the core principles of the Framework.

Pricing has been determined through the tender process and evaluated against predefined award criteria and associated weightings. All tenders have been assessed accordingly.

Pricing submitted as part of this Framework will apply to requirements Nationally.

Pricing has been fixed from the point of the Framework commencement for a minimum period of 9 months. Any price changes agreed will then remain fixed for a minimum of 12 months thereafter for the duration of the Framework. Framework commencement is considered from the commencement date of 1st May 2026. Suppliers will be able to request a Price Review Proposal from the 1st February 2027 which will then remain fixed for 12 months.

Contracting Authorities may establish Call-Off Contracts through an award without or with further competition. Under s45(4) of the Procurement Act 2023, Contracting Authorities may award directly to a Supplier without further competition under this Solution. The objective mechanism for supplier selection without competition under this Solution has been established to allow Contracting Authorities to the Primary Supplier (where applicable) however, reserving the right to award to the contingency supplier in the event the Primary Supplier is unable to meet their requirements. This is subject to the Contracting Authority's internal procurement and legal guidelines permitting a Direct Award.

When an award without competition is made, the price will be based on the Solution contracted tendered rates. The Supplier rates can be improved (i.e. reduced) but must not exceed the capped tendered rates.

Further Competition

Contracting Authorities may opt to run a further competition at their discretion throughout the life of the Solution.

All Suppliers awarded to the Solution may be invited to participate in a further competition. The criteria for evaluations at the further competition stage will be detailed by the Contracting Authority and included within the documentation issued at that stage. Contracting Authorities will utilise their own further competition documents.

At further competition stage, Suppliers should be asked to provide a price based upon the actual requirements of the Contracting Authority. All rates provided within the Solution must not be exceeded but can be lowered to ensure a competitive bid.

  • Price carries 65 of 100 points: a 10% discount moves about 6.5 points. This one is won on the number: sharpen the price before polishing the prose.
  • “NEPO502 Office Educational and Catering Supplies” is a framework: the contest is a place on its panel, up to 18 suppliers, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

On 6 July 2026, Pattersons (Bristol) Limited informed NEPO that it was experiencing financial difficulties and was unable to fulfil its contractual commitments under the Framework Agreement or support any Contracting Authorities seeking to utilise the Framework. NEPO met with the Supplier on 7 July 2026 to discuss its financial position and ability to continue delivering the requirements of the Framework. Following this discussion, NEPO took the decision to suspend Pattersons (Bristol) Limited as the Primary Supplier for Lot 6 (Light Kitchen Equipment) to allow the Supplier to focus on its existing commitments. The Supplier was advised that, should it fail to respond to NEPO's reasonable attempts to establish contact within a two-week period, NEPO would consider termination of its appointment under the Framework. Formal notification of the suspension was issued on 16 July 2026. Despite repeated attempts to contact the Supplier, NEPO received no response. As at 25 August 2026, NEPO undertook further due diligence, including verification through Companies House records, which confirmed that Pattersons (Bristol) Limited had entered administration. In light of the Supplier's insolvency and its inability to continue performing its obligations under the Framework Agreement, NEPO has taken the decision to remove Pattersons (Bristol) Limited from the Framework. This modification enables the continued operation of the Framework and ensures that Contracting Authorities retain access to alternative appointed Suppliers for the provision of Lot 6 requirements.
