Published description of the framework

Framework Operation

For each Lot, Suppliers will be evaluated and ranked in accordance with their combined quality and price score. Suppliers will then be awarded a place on the relevant Framework Lot according to their ranking. The Supplier with the highest overall score (Most Advantageous Tender) will be ranked first, the Supplier with the second highest score will be ranked second, and so on.

There is no restriction on the number of Suppliers that may be appointed to each Lot.

Suppliers of one specific category of plant for example excavators may find they have a different ranking per geographic area. For example, Suppliers may be ranked first for Excavator Lot 1 North Northumberland but third on Excavator Lot 3 Castle Morpeth and so on.

The successful suppliers will enter into a Framework Agreement in a form which is set out in Schedule 8. The Framework is expected to commence on 04 January 2027 and shall continue for a maximum period of four years.

The Framework does not include any guarantee of any minimum volume of works or any minimum expenditure. Furthermore, appointment under the Framework does not constitute a commitment by the Contracting Authority or any other contracting authority to the exclusive use of the Framework or an individual supplier for such requirements.

Call-off contracts under this Framework will be awarded either by direct award (also referred to as an award without competition) to the highest-ranked Contractor for the relevant Lot, or through a job-specific further competition. Details of the processes for both direct awards and further competitions are set out below.

Award without Competition (Ranked)

For each Lot, the highest ranked supplier will be awarded the call off order unless there are legitimate reasons that the Supplier cannot meet the Contracting Authority's requirements such as availability. In this instance the next highest ranked supplier will be contacted, if the second ranked supplier is unable to meet the requirement the third highest ranked supplier will be contacted and so on. When an award without competition is made the price will be based on the Supplier's tendered rates. The Supplier can improve on their tendered rates but must not exceed them. It shall be a Condition of Participation for the award of a call-off contract that the Conditions of Participation for the award of the Framework must continue to be met. The Contracting Authority may also include additional conditions that did not apply to the award of the Framework, for example, bespoke insurance requirements relevant to the particular call-off contract to be awarded.

Further Competitions

The Contracting Authority may run a further competition at their discretion throughout the life of the Framework. All Suppliers awarded to the Framework will be invited to participate in a further competition. At the discretion of the Contracting Authority, Suppliers may be initially requested to provide an Expression of Interest for the project. Any Supplier not expressing an interest by the scheduled deadline may not be invited to participate in the further competition. The Contracting Authority may request additional information or require a Supplier to supplement their Tender to meet the requirements of a project.

What this means for your bid
  • Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.
  • “NCC1867 Framework for the Hire of Operated Plant” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 7 of 7 known-size awards · market: division 60 · North East England, n=89
100%91%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Here, local means registered in North East England.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 9 of 9 known-location awards · market: CPV 6018 · North East England, n=6
100%50%

Most of this buyer’s recorded winners are registered in North East England.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 8 decided notices · market: CPV 6018 · UK-wide, n=6
36 days33 days

Half of these awards were announced within 36 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

Public contracts this supplier still holds.

Its awards whose published end date is still in the future, with their values. Many contracts publish no end date, so this is a floor, not the whole book.

Unexpired says nothing about spare capacity.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
