The Supplier will provide Tail End Management services.

The framework agreement will provide client authorities with a fully managed service for the purchasing and management of their tail end purchase order spend including medical, non-medical and ad-hoc supplies and services. It should include the end to end supply chain management of the authority’s tail end spend and at a high level include: audit of tail spend; savings delivery; purchase; supplier management; stock management; delivery and reporting.

This is an intention to award notice to conclude a framework agreement using the competitive process.

Review procedure: The Countess of Chester Hospital NHS Foundation Trust will incorporate a standstill period at the point information on the award of the framework agreement is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the framework agreement is entered into the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
