Mae Cyngor Bwrdeistref Sirol Merthyr Tudful yn ymgymryd â chaffael mawr i sicrhau partner cyflenwi hirdymor ar gyfer ei wasanaethau hamdden. Bydd y contract yn cwmpasu rheoli a gweithredu Canolfan Hamdden Merthyr Tudful, Canolfan Gymunedol Aberfan a Dyffryn Merthyr (gan gynnwys cae 3G Grove), a chaffi, pad sblash a chyrtiau tenis Parc Cyfarthfa. Mae'r Cyngor yn bwriadu i'r trefniadau newydd gefnogi nodau strategol craidd gan gynnwys gwella iechyd a lles, lleihau anghydraddoldebau, cryfhau cymunedau a chyfrannu tuag at ymrwymiadau sero net.
Mae'r caffael yn cael ei redeg fel Gweithdrefn Hyblyg Gystadleuol o dan Ddeddf Caffael 2023 a Rheoliadau Caffael Cymru 2024. Merthyr Tydfil County Borough Council is undertaking a major procurement to secure a long term delivery partner for its leisure services. The contract will cover the management and operation of Merthyr Tydfil Leisure Centre, Aberfan & Merthyr Vale Community Centre (including the Grove 3G pitch), and the Cyfarthfa Park café, splash pad and tennis courts. The Council intends for the new arrangements to support core strategic goals including improving health and wellbeing, reducing inequalities, strengthening communities and contributing towards net zero commitments.
The procurement is being run as a Competitive Flexible Procedure under the Procurement Act 2023 and the Welsh Procurement Regulations 2024. The Council will test both a traditional Leisure Operating Contract (LOC) and an alternative agency model through mandatory variant bids. The contract is scheduled to begin on 1 April 2027, with an initial term of 10 years and two extension options of up to five years each, enabling a maximum 20 year period.
The operator will also deliver grant funded programmes such as the National Exercise Referral Scheme (NERS) and the Free Swimming Initiative, aligning with national health priorities. In addition, the Council may include an Active Communities neighbourhood based service, designed to target less active residents and expand physical activity opportunities beyond the main leisure estate.
This procurement represents a key strategic investment in the future of leisure, wellbeing and community services across Merthyr Tydfil. The successful operator will be required not only to run high quality facilities but to contribute meaningfully to wider health, social, environmental and economic objectives. A strong balance between commercial sustainability, community focus and long term partnership working will be essential to delivering the Council’s ambitions for a healthier and more active county borough.
