Published requirement descriptionThis notice confirms the award of TfL's rolling stock disposal framework which will include removal via rail and/or road, decommissioning/scrapping, recycling and disposal of a number of aging rolling stock assets/fleets across the London Underground network.
The immediate requirement under the framework is to support the Piccadilly Line Upgrade through the removal, decommissioning/scrapping, recycling and disposal of the 1973 Tube Stock fleet as the new 2024 Tube Stock trains are introduced. Removal and scrapping activities are anticipated to commence in spring 2027 and conclude during 2028.
The framework is divided into two lots based on the method of haulage and removal:
- Lot 1: Road Haulage and Removal
- Lot 2: Rail Haulage and Removal
TfL is appointing three suppliers across the two Lots, with two suppliers being appointed to Lot A - Removal by Road and three suppliers being appointed to Lot B - Removal by Rail. Suppliers will be engaged through call-off contracts awarded either through mini-competitions or direct award, in accordance with the framework provisions.
TfL anticipates delivering several projects through the rolling stock disposal framework including Piccadilly Line 73TS rolling stock, Bakerloo Line 72TS rolling stock and Heavy Haulage Vehicles. The estimated total value of projects awarded through the framework is approximately £16 million. The Bakerloo Line Upgrade and HHV disposal projects remain subject to future funding approvals
- How the procedure runs: The Rail Industry Qualification Scheme (RISQS) will be used as a Qualifying Utilities Dynamic Market. Any supplier that is interested in this procurement event is required to be registered and subsequently respond to the Expression of Interest on RISQS prior to 23rd October 2025 to be invited to tender. TfL will contact those suppliers that have expressed an interest and been identified as members of the relevant part of the qualifying utilities dynamic market RISQS with further details of the process.
- No preliminary market engagement: Various market engagement sessions were conduct prior to and during the transitional implementation period of the Procurement Act 2023. As described in this notice, TfL is exercising the option to issue another call to reconfirm interest via RISQS in good faith to meet the the criteria of a dynamic market and to accommodate new registered suppliers.
