Denbighshire County Council Waste Transfer Station Improvements
Authority: Waste & Resources Action Programme (Public body)·Consortium: 2 public authorities
What is being bought4 lots · detail below
Published requirement descriptionBackground:
Despite the size of this facility more useable space is still required. The Authority is currently struggling to accommodate all of the materials it is receiving and processing, and the current site layout does not allow for any potentially additional materials, such as plastic film, which is likely to be introduced in the future, in line with WG policy.
One small piece of land just inside the perimeter of the site was recently highlighted by the authority as having potential for equipment storage and this has now been concreted. However, this piece of land may also be suitable for further expansion with a view to building a roofed structure which could potential house one or more material storage bays.
The objectives of this work are:
CAD and .pdf drawings are to be produced showing all potential structure designs.
The findings are then to be brought together into a report which will be shared with the Local Authority for comment and discussion with WRAP.

Lots and requirements (4)Procurement structure
4 lots · all with a published value · evaluation weights differ by lotEvery one of these 4 lots carries the same published figure, £3,750,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.
Lot #1Local Authority Technical Support –Resources and Waste ManagementAwardedRenewalceiling above
Lot 1 covers the provision of advice to local authorities mainly in England, Northern Ireland and Wales on the design, commissioning, delivery and review of services for the collection, re-use, recycling and treatment of household and non-household municipal wastes. The advice provided by WRAP is in support of the policy priorities within each of the nations. It covers the provision of advice in relation to household collections (low-rise and flatted properties), the collection of non-household municipal waste, as well as the provision of bring facilities, Household Waste Recycling Centres (HWRCs), materials handling and sorting facilities. It also covers the development and updating of good practice guidance, case studies and training resources where gaps in existing information are identified.
Lot #2Local Authority Recycling and Waste Management Service Implementation and Roll-OutAwardedRenewalceiling above
Lot 2 covers the provision of advice to local authorities in England, Northern Ireland and Wales on the implementation and roll out of recycling and waste management services either directly by the local authority or with a contractor. The services to be covered include:

This work will involve supporting the identified local authority to gain a full understanding of the changes planned and the actions required to implement those changes; liaising with key officers to support and develop a detailed mobilisation plan which will cover all all-key works streams associated with the service change; and support to identify, monitor, manage and mitigate any high risks to the project and overall implementation support to roll out the service change.
Lot #3Local Authority Recycling and Waste CommunicationsAwardedRenewalceiling above

How this buyer will score bids.
The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).
Lots publish different evaluation splits; there is no single procedure weighting.
- Price carries 25 points on every lot: a 10% discount moves about 2.5 points.
- “Denbighshire County Council Waste Transfer Station Improvements” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
