IT2716 - Oracle Support, Improvement & Transformation Service
Authority: Wiltshire Council (Local council)
What is being bought
Published requirement descriptionWiltshire Council is seeking market engagement for the future provision of an integrated Oracle Fusion support, improvement and transformation service covering Finance, SCM, HCM, Payroll and EPM. We are looking for a partner capable of delivering a resilient, high-quality managed service while helping the Council maximise the value of its Oracle investment through continuous improvement, innovation and transformation.
In addition to comprehensive functional and technical support, the service will include continuous improvement and maturity assessment, Oracle technology and innovation roadmapping, automated testing, release and change management, user experience modernisation, knowledge transfer and development of greater Council self-sufficiency.
The Council is particularly interested in suppliers that can bring strong Oracle functional and transformation capability to help optimise business processes, reduce legacy workarounds, increase use of standard Oracle functionality, identify automation and AI opportunities, and turn our improvement backlog into a prioritised and deliverable roadmap. Significant improvement and transformation initiatives may be separately commissioned through Statements of Work.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in South West England.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 63 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.
How many bids did past lots attract?

Each colour is a bid-count range. Only competed lots with a published count are included.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Wiltshire Council: Oracle Support, Improvement & Transformation Service
Wiltshire Council’s Oracle Fusion ERP underpins core corporate services across Finance, HCM, SCM, Payroll, EPM, ORC and PaaS. Post-implementation, support has been split across internal teams, an incumbent supplier and specialist consultancy. Through this procurement, we intend to establish a single, accountable and resilient managed service, with clear SLAs/KPIs, robust ITIL-aligned governance and a structured approach to Oracle quarterly updates and ongoing user experience modernisation.
Our ambition extends beyond traditional application support. We are seeking a partner that can help us maximise the value of our Oracle investment through continuous improvement, innovation and business process optimisation, while maintaining reliable support for critical services.
Our strategic objectives are to protect critical operations, including payroll and statutory cycles; establish a structured and prioritised improvement roadmap; make better use of standard Oracle functionality; support automation and emerging Oracle capabilities; strengthen testing and service assurance; improve user experience and adoption; and increase internal capability through effective knowledge transfer and greater self-sufficiency. The successful supplier will also have the capability to support more significant optimisation, modernisation and transformation initiatives, where required, through separately commissioned Statements of Work.
Purpose of the Event:
To test and refine our draft scope and assumptions; gather market feedback on the proposed operating model; explore approaches to mobilisation, service continuity and transition; discuss approaches to quarterly update management and regression testing; consider security and segregation-of-duties requirements; and capture evidence-based ideas for innovation that deliver measurable value.
Why Providers Should Attend:
- Help shape the final specification, SLAs and evaluation approach before the ITT is issued.
- Share transition and mobilisation best practice that protects live operations, including payroll cut offs.
- Showcase relevant Oracle Fusion credentials and public sector case studies.
- Gain early sight of our indicative timeline and commercial assumptions, enabling resource planning.
- Ask clarification questions and understand where your propositions can add value
