York and North Yorkshire Combined Authority is seeking one multidisciplinary supplier to provide an integrated investment appraisal and proposition-development service. The commission brings together Brownfield Housing Programme appraisal and commercial support with Regional Investment Framework pipeline & proposition. The appointed supplier will operate as one team, use a consistent core methodology and deliver both programme requirements concurrently. The Authority will select the most advantageous tender using a price: quality ratio of 20%:80%. Pricing 20%: The lowest priced tender shall be awarded the full 20% and tenders with a higher price will be scored pro rata. Quality 80%: Questions are scored on a scale of 0 to 5; this is based on how your organisation responds to the question with reference to the detail contained in the specification. The score your organisation receives will then be divided by the maximum score available; 5 and then multiplied by the question weighting to give you a score for each question.
