    "description": "A contract to maintain, manage and improve  highway network and associated assets.\nThe key objectives are outlined as follows:\nEnsuring the network is safe for users, as far as is reasonably practicable.\nMaintaining the value of the infrastructure assets to ensure sound financial management.
