For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. The provider was assessed against the five PSR key criteria. Improving access, reducing health inequalities and facilitating choice was weighted at 30%, reflecting the importance of maintaining access to highly specialised neuro-disability care that is not readily available locally. Quality and innovation, Value, and Integration, collaboration and service sustainability were each weighted at 20%, with Social Value weighted at 10%. The Royal Hospital for Neuro-disability is the existing provider of the specialist placement and has demonstrated satisfactory performance under the current contract. Continuing with the existing provider maintains continuity of specialist care and avoids the clinical risk and disruption associated with an unnecessary transfer. The provider achieved an overall key criteria assessment score of 88% and is considered likely to continue satisfying the proposed contract to a sufficient standard.
