What is being bought

Published requirement description

High Speed Two (HS2) Limited is delivering Britain's new high-speed railway which, once complete, will give more people access to reliable, high-speed journeys while freeing up space on the congested southern section of the West Coast Main Line.

To support the ongoing delivery of the programme, HS2 Ltd is undertaking preliminary market engagement to inform the future procurement of land referencing services for its Land and Property Directorate.

The strategic purpose of HS2 Ltd's Land and Property Directorate is to acquire and manage the right land and property, at the right time, in the right way and at the right price, whilst delivering value for money for taxpayers and supporting the communities affected by the HS2 programme. The Directorate manages one of the UK's largest land referencing and acquisition programmes, comprising tens of thousands of land and property records and thousands of land parcels.

Land Referencing is the process by which legal interests in land, whether they be ownership, tenancy, licence, occupation or rights, are researched and validated to ensure full and proper service of legal forms of notice. The service plays a critical role in supporting land acquisition, stakeholder engagement, the maintenance of land and property records, and the service of statutory notices across the programme.

The scope of services is expected to include, but may not be limited to:

  • Completion of land referencing activities and enquiries to support statutory processes and the service of notices
  • Re-referencing and safeguarding activities associated with the HS2 programme and any related legislative processes
  • Support for the implementation and administration of safeguarding, compensation and homeowner protection schemes
  • Completion and administration of land acquisition activities, including compulsory purchase and associated support services
  • Service of notices and support for entry onto land for surveys and investigations
  • Land and property records management, including registration of title, recording of land possession, acquisitions, disposals and compensation scheme transactions
  • Data assurance, data improvement and data re-engineering services
  • Resource augmentation and specialist land referencing support services
  • Any other compulsory purchase, land and property, or related support activities as instructed by HS2 Ltd

HS2 Ltd currently anticipates that the estimated value of the contract may be up to a maximum of £5,000,000 incl. VAT over the maximum potential contract term of four years and six months.

The service areas, estimated contract value and contract terms identified above are indicative only and may be refined, amended or expanded following engagement with the market and the continued development of HS2 Ltd's requirements.

The CPV codes included within this notice have been selected to reflect HS2 Ltd's current understanding of the services and capabilities that are envisaged to fall within the scope of the procurement. These codes are indicative only and may be refined, amended, removed and/or expanded following market engagement activities and the continued development and refinement of HS2 Ltd's requirements. Accordingly, suppliers should not interpret the CPV codes included in this notice as a definitive statement of the final scope of any future procurement opportunity.

This market engagement is being undertaken to gather supplier feedback on market appetite, capability, capacity and procurement approaches to help shape HS2 Ltd's procurement strategy.

How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in West Midlands (authority’s region).

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: CPV 7033 · West Midlands (authority’s region), n=14

No winner locations published for this authority. Local means a registered address in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
