PLEASE NOTE: THIS IS AN ABOVE-THRESHOLD PROCUREMENT FOR THE ESTABLISHMENT OF A FRAMEWORK AWARDED AS A RESULT OF A COMPETITIVE EXERCISE.

The Council has established a Highways Winter Service Framework. The Framework is divided into 7 Lots. Winter Service is such that the amount of work required will invariably change each year. The winter season runs from 1st October to 1st May and runs a 24/7 service. The Winter Service will be carried out using gritters, vehicles, associated winter services plant and appropriately-trained drivers provided by the contractor. The contractor may be allocated a type of salting route, patrol route or snow clearing routes under the separate Lots. The routes may be varied at any time during the contract period.

Prices for the Services were submitted by Tenderers at the Tender submission stage and shall be adjusted annually in accordance with the terms of the Framework Agreement and the Call-Off Terms and Conditions.

The selection process for the award of contracts is carried out in accordance with the terms of the Framework Agreement and the Call-Off Terms and Conditions. Contracts under Lot 1 shall be awarded based on vehicle capacity and price. Contracts under Lots 2, 5, 6, 7 and 8 shall be awarded based on price only. Contracts under Lot 3 shall be awarded based on catchment area and price.
