What is being bought
The Home Office seeks to engage suppliers for the provision of healthcare services at short-term holding facilities and ports of entry across the UK. These services will support individuals whilst detained for short periods of time including in, but not limited to, Non Residential Short-Term Holding Facilities as defined under the Short Term Holding Facilities Rules 2018 (as amended), where individuals can be held up to 24 hours.
The Authority is seeking a flexible, responsive and value for money healthcare solution that meets the basic needs of individuals and can be flexible to different service environments; the short-term holding facilities are located at different location types across the UK which include Airports, Seaports, and Reporting Centres.
This market engagement aims to understand supplier capabilities, to further refine the Authority’s specification and gather feedback on proposed approaches which could include onsite and/or remote health services.
The content of this Notice, including the nature of services and the start date of the contract, is subject to change.
The contract is expected to commence in late 2027/early 2028. The length of contract has not been confirmed yet.

Registration can be completed online at https://homeoffice.app.jaggaer.com/web/login.html by selecting the “Register Here” link. A valid DUNS number from Dun & Bradstreet is required for the organisation being registered. To access the market engagement documents all suppliers must sign the NDA, downloadable via the Home Offices eSourcing suite under Project_20280. This NDA is open to all Suppliers. Suppliers should then upload their signed NDAs to the Home Office's eSourcing Suite. An email should then be sent to Healthcare.STHF@Homeoffice.gov.uk. The email should be titled Healthcare at Short Term Holding Facilities – Expression of Interest. This email should include: - An expression of interest to be included in the Market Engagement; - Confirmation of intention to attend the virtual industry day. This email should include the Suppliers name, contact name, email address and contact number. Once the NDA is signed and the email submission is complete, the Market Engagement documents will be made available via invitation to the PQQ event under Project_20280 on the Home Office's eSourcing suite. All suppliers, who sign the NDA, will be invited to complete a Supplier Questionnaire to provide early suggestions on the service specification, commercial models and enabling technologies. This questionnaire will be accompanied by a background note setting out the contextual information required to constructively engage with the authority. All suppliers, who sign the NDA, will be invited to the virtual Industry Day on Microsoft Teams, which will include a presentation and Q&A session to outline the scope, gather feedback and answer supplier queries. Questions for the industry day will be shared with the Authority via the channels outlined in the Background Note. All suppliers that sign NDAs will receive the same information through the background note and the virtual Industry Day to ensure fairness and transparency. Please refer to the Background Note for further instructions regarding the market engagement activities. All written engagement with suppliers will be managed through the Authority’s eSourcing suite (Jaggaer) except the Expression of Interest email.
