Additionally, it will also support women who are at risk of entering the justice system and support may continue beyond contact with the probation service.\n• Achieve and maintain sustainable outcomes in relation to unmet need including housing, employment, financial management and wellbeing.\n• Build supportive relationships and social networks. This might include family relationships, friends, community groups and peer communities.\n• Connect to a range of community-based activities and resources that matter to Service Users. This will include employment, education, volunteering, or constructive leisure activities.\n• Support towards recovery from drug or alcohol use (non-clinical interventions) and gambling where relevant.\nThe Lead Provider shall act as a single point of assessment that offers a comprehensive needs-led service that provides the right support offer, at the right time to address a wide range of interdependent unmet rehabilitative needs; and helps the Service User build the self-belief, hope, skills and abilities to sustain these in the long-term.\nThe service will support those in prison, from the point of reception onwards, to help them make a successful transition to the community and will support those in the community to live lives free from crime, addictive behaviour and reduce harm.\nThis will include a 'Community Links' support service that will use strengths-based and local community-focused delivery models to support social integration. It will offer practical and emotional support that will help Service Users to build and sustain relationships and/or new lifestyles in the community that provide hope and meaningful alternatives to criminal activity, drug and alcohol use, gambling and other addictive behaviour.\nIn addition, specific sequenced support for Housing, Adult Skills and Employment Support, Finance, Benefit and Debt (FBD) and other unmet need will be provided by experts.\nThe service should offer agile peer support from people who have experience of being in the criminal justice system and / or addictive behaviours.\nThese aspects will be detailed further throughout the Specification / Contract Schedule and in related procurement documents.",

This will enable delivery of a sequenced, comprehensive rehabilitation offer across Greater Manchester.\nThe Greater Manchester Rehabilitation Services form a core part of the wider Whole System Approach to Diversion, which aims to support people in contact with the justice system to comply with requirements, move away from offending behaviour, and successfully exit the system.\nThe service will support men and women aged 18+ in both custodial and community settings, with the aim to:\n• Deliver tailored, needs led support for people on the Greater Manchester probation caseload and within prison establishments, including women at risk of entering the justice system\n• Enable individuals to achieve and sustain improvements in housing, employment, financial stability and wellbeing\n• Strengthen supportive relationships, social networks and community connections\n• Build links to meaningful education, employment, volunteering and community based opportunities\n• Support non clinical recovery from substance misuse and gambling, where relevant\nThe Lead Prime Provider will operate a single point of assessment and coordination, ensuring individuals receive the right support at the right time. The model is designed to address complex and interdependent rehabilitation needs while supporting individuals to build the skills, confidence and resilience required for long term change.\nWho This Engagement Is Aimed At:\nGMCA invites organisations that consider themselves capable of acting as a Lead Prime Provider for the Greater Manchester Rehabilitation Services to participate in an optional 1:1 market engagement discussion, to be held virtually via Microsoft Teams.\nAs a potential Lead Prime Provider, organisations must be able to demonstrate the capability to:\n• Hold end to end contractual accountability for delivery, quality, performance and outcomes across the full service\n• Commission, manage and assure a multi disciplinary subcontracted delivery network, including governance, performance management, quality assurance and regulatory compliance\n• Operate at scale across Greater Manchester, with sufficient financial standing, infrastructure and organisational resilience\n• Lead on contract management, reporting, safeguarding, data management, risk and quality assurance\n• Act as the single point of contractual accountability to the commissioner\nThe proposed Lead Prime Provider role is expected to require significant organisational maturity, including established commercial, finance, governance, digital and performance functions capable of operating at scale.\nPurpose of the 1:1 Sessions:\nThis engagement is exploratory and non binding. These discussions will help shape GMCA's thinking but do not form part of any formal procurement process and will not be evaluated or scored.\nWe are seeking to:\n• Better understand market capacity, appetite and delivery models, including prime-subcontractor arrangements\n• Sense check assumptions about delivery at scale\n• Explore risks, dependencies and opportunities from a provider perspective\n• Learn from provider experience to help inform our future commissioning and procurement approach\nFormat:\n• 1 hour Microsoft Teams meeting\n• Facilitated, discussion based session (no presentations required)\n• Attended by representatives from the GMCA Commissioning and Commercial teams, and GM Probation\nImportant Notes:\n• This targeted engagement is not intended for organisations seeking subcontractor, consortium only or delivery partner roles at this stage.\n• Participation is entirely voluntary and limited to up to four representatives per organisation.\n• Organisations are encouraged to ensure attendees can speak authoritatively about:\n    - Organisational scale and delivery capacity\n    - Financial and commercial delivery models\n    - Prime-subcontractor governance and risk management\n• It is recommended that organisations consider representation from a range of internal functions, including senior operational, commercial and/or finance leadership.\n• This activity is solely a market engagement exercise and your attendance will have absolutely no bearing on future evaluation. Peer support from individuals with lived experience of the criminal justice system and/or addiction is expected to be an integral component of the service.\nOverview of Market Engagement\nThis session will give interested providers the opportunity to understand the service specification and procurement process in more detail. It is anticipated that the prime will sub-commission services from a diverse, skilled supply chain connected to our local communities in order to deliver a sequenced comprehensive support package.\nThe GM Rehabilitation Services will be part of the wider Whole System Approach to Diversion which aims to support people in contact with the justice system to be able to comply with any requirements, move away from an offending life style and successfully exit the system. \nGMCA is commissioning this service to support males and females aged 18 and over in prison and in the community to:\n•\tDeliver a support service to address the needs of those Service Users who will be on the probation caseload in Greater Manchester or based within Greater Manchester Prison establishments. Additionally, it will also support women who are at risk of entering the justice system and support may continue beyond contact with the probation service. \n•\tAchieve and maintain sustainable outcomes in relation to unmet need including housing, employment, financial management and wellbeing.\n•\tBuild supportive relationships and social networks. This might include family relationships, friends, community groups and peer communities.\n•\tConnect to a range of community-based activities and resources that matter to Service Users. This will include employment, education, volunteering, or constructive leisure activities.\n•\tSupport towards recovery from drug or alcohol use (non-clinical interventions) and gambling where relevant.\nThe Lead Provider shall act as a single point of assessment that offers a comprehensive needs-led service that provides the right support offer, at the right time to address a wide range of interdependent unmet rehabilitative needs; and helps the Service User build the self-belief, hope, skills and abilities to sustain these in the long-term. \nThe service will support those in prison, from the point of reception onwards, to help them make a successful transition to the community and will support those in the community to live lives free from crime, addictive behaviour and reduce harm. \nThis will include a 'Community Links' support service that will use strengths-based and local community-focused delivery models to support social integration.
