What is being bought

Tender to provide vulnerable customer support programme (2026-2028) SSEN would like to invite proposals from trusted parties who are experts in their field to create a programme which delivers lasting outcomes through joined-up services that benefit customers who are in fuel poverty. As SSEN approach the remaining 2 years of the ED2 price control our commitment remains that we deliver services, invest in networks and support customers and communities. Our ED2 business plan includes; - Promotion of Priority Services across both our licence areas - Provide support and advice to customers in Fuel Poverty to help them to lower the amount they are spending on energy using Energy Efficiency measures. - Support customers to access Low Carbon Technologies via grants and support them through this process by collaborating with local authorities, contractors and other agencies who carry out these works. - Providing 5,000 Energy Efficiency Packs to customers in vulnerable circumstances, including fuel poverty Aim To create a programme which delivers lasting outcomes through joined up services that benefit customers who are in fuel poverty. Scope The programme should include the promotion and registration of Priority Services, provide support and advice on fuel poverty, energy efficiency measures and support customers to access Low Carbon Technologies. 5000 Energy Efficiency packs should also be distributed to customers in vulnerable circumstances. This programme should cover both our North (north Scotland, including Highlands and Islands) and South (south central England) Licence areas.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 75. The category anchor is Provision of services to the community (75200000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
