Why no open competition: The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons
Published justification: The non exclusive contract will be awarded to the supplying organisation due to the fact that no other UK source of supply is available that has the support and direct supply from the Original Equipment Manufacturer. The only alternative source would be to buy directly from Honeywell in Germany who do not carry shelf stock of the associated parts and only make to order, thus significant lead times apply which can hinder NGN in the delivery of its objectives.
