Coverage: 117 active published awards; 91 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
The public sector anchor institutions of Exeter (Exeter City Council, University of Exeter, Exeter College, Royal Devon University Healthcare NHS FT) wish to work collaboratively to find a city-wide low carbon energy solution that is cost effective and resilient. Our organisations have made commitments through a Civic Partnership Agreement to deliver a net zero solution for the city by 2030, commitments which are aligned to national government driven decarbonisation targets. All low carbon technologies are in-scope In this exercise although we are particularly interested in district heating solutions. The current combined energy consumption of the partners in-scope is estimated to be around 60 GWH per annual.
