What is being bought
Procurement to appoint a suitably qualified external Supplier to deliver Stages 2 and 3 of the Sustainable City Charter Innovation Challenge (“the Challenge”). The Challenge is designed to connect near‑market low‑carbon SMEs with Sustainable City Charter (SCC) signatories to deliver pilot projects and solutions that reduce operational carbon emissions from nondomestic buildings, which account for approximately 71% of Westminster’s boroughwide greenhouse gas emissions. This will support local green economic growth, positioning Westminster as a destination for green innovation and investment.
The procurement is focused on appointing one specialist supplier to design, deliver and evaluate the Challenge itself. This will include:
- Stage 2 – SME and signatory recruitment, matchmaking, administration of an SME grant scheme, pilot design and oversight;
- Stage 3 – monitoring, evaluation and learning; production of pilot reports, case studies and a final evaluation report; and dissemination of findings, including delivery of a Demo Day, with recommendations for future adoption or scaling of solutions.
