Fabric First and Net Zero Carbon Works

This Lot covers the design, supply, installation, commissioning, and assurance of fabric-first energy efficiency measures and Net Zero carbon interventions on both domestic housing and commercial buildings. The appointed Contractor(s) will deliver high‑quality, technically compliant works that reduce energy demand, improve thermal performance, and support Bield and our Partners transition to Net Zero by 2045. Works may be instructed as standalone packages or integrated with wider refurbishment, planned maintenance, or retrofit programmes. Delivery must align with recognised standards including PAS 2035, PAS 2030, BS 5250, BS EN ISO 13788, TrustMark, and relevant Scottish Government guidance (EESSH2, Heat in Buildings Strategy, Net Zero Public Sector Buildings Standard).
