The Council has appointed a Contractor to carry out the role of Retrofit Coordinator, Retrofit Assessor and Retrofit Evaluator on a programme of retrofits using a fabric first approach to install energy efficiency measures (excluding fossil fuels) to improve the Standard Assessment Procedure (SAP) of a number of domestic properties located within the Cape Hill area of Smethwick, West Midlands
