Published requirement descriptionThe requirements for each the Lots are summarised below and more detailed scope is provided in the Scope of Services document. Bidders may bid for one Lot, any combination of two Lots or all Lots.
Lot 1 – Hardware and Associated Services: For requirements involving hardware and related services only.
Lot 2 – Software and Associated Services: For requirements involving software and related services only.
Lot 3 – Integrated Hardware, Software and Associated Services: For future requirements involving hardware and software being procured together as an integrated solution.
- How the procedure runs: This procedure is being conducted under the Competitive Flexible Procedure in accordance with the Procurement Act 2023. PSQ responses will be used to assess Bidders and to define a short list of organisations that will receive the Stage 2 – Invitation to Tender (ITT). The Goods and Services to which this contract relates are set out in the Scope of Services made available through the DCC Esourcing Portal. The Framework Agreement, if awarded, will be a closed framework for an initial service period of four (4) years, with an option to extend for a further four (4) years at one (1) year intervals at the sole discretion of DCC. The requirements are separated into three (3) Lots. DCC anticipates appointing up to three (3) suppliers to Lot 1, up to three (3) suppliers to Lot 2, and up to two (2) suppliers to Lot 3, subject to the outcome of the procurement process.

Published description of the framework
Call-off contracts under the Framework may be awarded in one of two ways:
Where appropriate, DCC may award a call-off contract directly to a Supplier on the Framework in accordance with the direct award mechanism, which will be defined at the ITT stage, including by reference to the pre-agreed pricing, rates, discounts or other commercial terms submitted during the tender stage.
Alternatively, DCC may run a mini-competition between capable Suppliers appointed to the relevant Lot.
Where a mini-competition is used, Suppliers will be evaluated on their responses to the specific call-off requirement. Scores awarded during the initial Framework evaluation will not be carried forward into the mini-competition, except where the Framework Agreement or applicable procurement documents expressly provide otherwise.
DCC reserves the right to determine the evaluation methodology, criteria and weightings at call-off stage, provided these are consistent with the Framework Agreement and applicable procurement documents. DCC is not bound to apply the same technical / commercial split used for the award of the Framework.
DCC may determine which Lot is most appropriate for a requirement, having regard to the nature of the goods or services required, Supplier capability, value for money, operational requirements, service continuity and the relevant procurement documents.
