Published requirement description

Dŵr Cymru Welsh Water (DCWW) is seeking suitably qualified and experienced suppliers to provide wastewater sludge cake haulage services across four Lots:

  • **Lot 1 – Intercompany Haulage (North Wales)**
  • **Lot 2 – Intercompany Haulage (South Wales)**
  • **Lot 3 – Cake-to-Land Haulage (North Wales)**
  • **Lot 4 – Cake-to-Land Haulage (South Wales)**

Services include planned and ad hoc collection, transportation and delivery of sludge cake between operational sites, treatment facilities, approved agricultural land and other authorised destinations, including associated activities where required.

Suppliers may tender for one or more Lots. DCWW intends to appoint Primary Suppliers and may appoint Reserve Suppliers in accordance with the published allocation methodology.

The Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) are expected to apply to this procurement. Relevant TUPE information will be shared with suppliers on **6 November 2026**, subject to receipt of a signed Non-Disclosure Agreement (NDA). The NDA will be issued through the eSourcing Portal by **30 October 2026**, alongside the responses to tender clarification questions.

The contract will have an initial term of four years, with four optional one-year extensions, giving a maximum duration of eight years.

The procurement will be conducted using the Competitive Flexible Procedure under the Procurement Act 2023.

  • How the procedure runs: Dŵr Cymru Cyfyngedig (DCC) will conduct this procurement using the Competitive Flexible Procedure under section 20 of the Procurement Act 2023. **Stage 1 – Combined submission:** Suppliers must submit their Conditions of Participation (CoP) response and Invitation to Tender (ITT) response by the published submission deadline. Both responses are submitted at the same time. **Stage 2 – Conditions of Participation assessment:** DCC will first assess each supplier's CoP response against the published participation requirements, including applicable mandatory pass/fail criteria and minimum thresholds. Only suppliers satisfying all applicable requirements will progress to evaluation of their ITT response. **Stage 3 – Initial tender evaluation:** Qualifying tenders will be evaluated separately for each Lot against the published award criteria and assessment methodology. Technical quality will account for 40% and commercial evaluation for 60% of the total score. Minimum technical scores will apply only to individual questions expressly identified in the procurement documents. There is no overall minimum technical score. **Stage 4 – Clarification, negotiation and final tenders:** Following initial evaluation, DCC may undertake clarification and/or negotiation with participating suppliers and may invite revised or final tenders, including a Best and Final Offer (BAFO). DCC reserves the right to proceed directly to award on the basis of initial tenders without conducting negotiations or requesting BAFOs. Any revised or final tenders will be assessed against the published award criteria and methodology. **Stage 5 – Contract award:** DCC will determine the Most Advantageous Tender (MAT) for each Lot, subject to the published Lot allocation and Primary/Reserve Supplier appointment methodology. DCC will complete the applicable assessment summary, Contract Award Notice and standstill requirements under the Procurement Act 2023 before entering into contracts. All stages, including any clarification, negotiation, revised tender submissions and permitted changes to the procedure, will be conducted in accordance with the Procurement Act 2023 and the procurement documents.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

Dŵr Cymru Cyfyngedig (DCC) will conduct this procurement using the Competitive Flexible Procedure under section 20 of the Procurement Act 2023.
