What is being bought

Published requirement description

The Peak District National Park Authority ("PDNPA") is seeking multidisciplinary consultancy support to assist in its role as statutory consultee in regards the Peak Cluster Nationally Significant Infrastructure Project ("NSIP") and a Development Consent Order ("DCO") for the Peak Cluster Carbon Capture and Storage Pipeline under the Planning Act 2008 ("the Application") to be submitted by Peak Cluster Ltd ("the Applicant"). Support is required in the areas of project management, co-ordination and administration as well as in the specialist areas of infrastructure planning, landscape, cultural heritage, archaeology and ecology ("the Services"). The PDNPA is seeking a consultancy with previous experience of the entire NSIP/DCO process. PDNPA expects to enter into a Planning Performance Agreement ("PPA") with Peak Cluster Ltd and the support is required in relation to PDNPA's obligations under the PPA for the entire DCO process. Funding under the PPA will only be guaranteed up to a cap for the Pre-Application Stage of the Application, and the consultancy contract will be conditional insofar as it relates to any requirements beyond the Pre-Application Stage or the cap, conditional on a variation of the PPA being agreed with Peak Cluster Ltd.

  • Not divided into lots: The PDNPA is seeking to let the contract as a whole given the complexity of the project and the need for a joined-up approach from specialists, the project manager/infrastructure planner(s) and PDNPA's Strategic Planning Manager.

Extensions
Only the Pre-Application Stage of the DCO process will initially be guaranteed under the contract. Parts of the contract relating to stages beyond the Pre-Application Stage are conditional on agreement between the Authority and Peak Cluster Ltd to fund later stages of the DCO process. The Authority will notify the Contractor when variations of the PPA have been agreed, so that the contract will then include the more…requirement for those further services. The total estimated value of the contract includes the value of all stages of the Application.

  • Price — Tenderers are required to provide an hourly rate (exclusive of VAT) for provision of the whole service to PDNPA, either as a blended rate for the whole of the Services or individual rates for the different specialists to be used. If individual rates are submitted for each of the specialists, PDNPA will calculate the average of all rates specified for evaluation purposes.
  • Methodology — • Proposed working methods and means of delivering contract • Clear understanding of the Brief and the context • Sufficiency of resources and capability to perform the contract This will include evaluation of the capabilities of each of the technical specialists required to perform the Services, as set out in the Invitation to Tender.
  • Experience — • The Tenderer's technical and professional ability demonstrated by previous experience of contracts delivered for the Authority or other organisations. • Qualification(s) and experience of Tenderer and employees/assistants/sub-contractors (if any). • Written technical references . This will include evaluation of the technical and professional ability of each of the technical specialists required to perform the services, as set out in the Invitation to Tender.
  • Social Value — Description of how the Contractor would create positive impact on people and communities, through one or more of the following aspects of social value: i. Social/wellbeing improvements for individuals and communities ii. Economic benefits that uplift society's wellbeing; iii. Environmental; encouraging sustainable processes.
