Construction of an Accessible Perimeter Walkway around Steeton Bowling Green
Authority: Steeton with Eastburn Parish Council (Local council)
What is being bought
Published requirement descriptionSteeton with Eastburn Parish Council ("The Council") invites fixed-price quotations for the reconstruction and resurfacing of the perimeter walkway surrounding Steeton Crown Green Bowling Green ("Bowling Green"). The Council's objective is to create a safe, accessible and long-lasting pedestrian route for bowlers, officials, spectators, visitors and members of the wider community.
The project comprises an approximately 152-linear-metre perimeter route, with existing walkway widths varying from approximately 1.26 metres to 1.85 metres and an indicative total surface area of approximately 215 square metres.
The works are expected to include:
- removal of defective tarmac, all edging and unsuitable foundation material where required;
- reconstruction of approximately 142.5 linear metres of concrete perimeter edging, including suitable steel reinforcement and stabilising pins;
- incorporation of approximately 9.5 linear metres of previously reconstructed edging and walkway;
- formation of suitable levels and falls to avoid ponding and protect the bowling green;
- smooth connections to retained surfaces and access points;
- lawful removal and disposal of all spoil and waste; and
- making good and leaving the site safe, clean and ready for use.
The completed walkway must provide a firm, even, durable and accessible pedestrian route for bowlers, officials, spectators, visitors and members of the wider community.
The dimensions are indicative and have been obtained using a measuring wheel. Tenderers are responsible for verifying measurements, levels, quantities, access arrangements and site conditions before submitting their quotation.
A site inspection is strongly recommended. Subject to prior agreement, a limited designated area of the adjoining car park may be made available for plant, skips, temporary material storage and other site requirements.
The procurement and any subsequent appointment are subject to the Council securing grant funding, confirming the availability of funds and formally approving the selected quotation.
Full requirements, submission instructions and evaluation criteria are contained in the Invitation to Quote and Works Specification.

Published award criteria (3)
- Total fixed price: Comparison of the compliant base price. The lowest compliant price will receive the full score; other prices will be scored proportionately.
- Construction method and materials: Clarity, appropriateness and durability of the proposed build-up, edging, reinforcement, surfacing, and quality controls.
- Programme and site management: Credibility of the programme and arrangements for access, safety, protection of the green and minimising disruption.
No conditions of participation were published on the notice; check the tender documents.
- Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
- Turnover usually expected at this size: about £70,000 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Construction work for pipelines, communication and power lines, for highways, roads, airfields and railways; flatwork (CPV 4523) in Yorkshire and the Humber, and who usually turns up
Steeton with Eastburn Parish Council has too little published record in this market to describe on its own. Published market evidence for the same work stands beside whatever it has. Frameworks and DPS are kept out: they attract a different number of bids. Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
