Community and Maternity Champions Services for RBKC & WCC
Authority: Westminster City Council (Local council)
What is being bought3 lots · detail below
Published requirement descriptionThis is the re-procurement of the Earl’s Court Community Champions service on behalf of the Royal Borough of Kensington and Chelsea, and the Maternity Champions services on behalf of Westminster City Council and the Royal Borough of Kensington and Chelsea.
Community Champions (CCs) are local resident volunteers who are recruited, trained and supported to improve health, wellbeing and community cohesion within their communities. They work alongside statutory and voluntary sector services to help address poverty, health inequalities and other local issues.
The programme demonstrates how residents, services and providers can work together to improve outcomes for communities. Champions act as trusted local connectors, supporting both short-term emergency responses, such as during the COVID-19 pandemic, and longer-term health promotion, prevention and community resilience.
The programme is also a key partner in the emerging West and North London Integrated Care System’s Bi-Borough Place Based Partnership, Integrated Neighbourhood Teams and the Vibrant and Healthy Communities Work Stream.
The overarching aim is, through the recruitment of local resident volunteers, to improve health and wellbeing and reduce health inequalities through work with families, friends, neighbours and wider communities. This is delivered through a range of activities, including:
- ongoing activities, groups, classes and sessions;
- outreach, pop-ups and larger community events;
- public health campaigns;
- signposting residents to appropriate local services, including VCSE, Council and NHS provision;
- gathering and feeding back community insights to assist in ensuring services are culturally appropriate and accessible.
The Maternity Champions (MCs) Programme is also a volunteer-led, community-based service that supports expectant and new parents through culturally appropriate peer support, health promotion, outreach and community engagement. The MC programme is embedded within the wider CC programme and operates across all CC projects areas. It is delivered by trained local volunteers and supported by a Maternity Champions Strategic Lead in each borough.
The programme aims to improve maternal health and wellbeing, support positive child development outcomes, increase access to services and reduce inequalities experienced by families in disadvantaged communities.
The service supports the Councils' statutory responsibilities to improve population health and wellbeing, reduce health inequalities and give children the best start in life. It contributes to duties under the Health and Social Care Act 2012, the National Health Service Act 2006 (as amended), the Children Act 1989, the Children Act 2004 and the Childcare Act 2006, as well as broader public health obligations relating to prevention, early intervention and health improvement.
The MCs programme forms part of the wider Pre-Birth to Five pathway and supports local public health priorities for maternal wellbeing, infant health and early childhood development. These include the Best Start in Life Strategy, the Breast-Feeding Plan and the Peri-Natal Mental Health Pathway. It works in partnership with NHS Maternity and Midwifery services and both Councils’ Early Help & Family Hub services and commissioned Health Visiting Services.
- No preliminary market engagement: A Preliminary Market Engagement Notice was not published because the service requirements and delivery model are well established, with limited scope for market engagement to materially influence the procurement approach or specification. Previous commissioning experience, existing contract-management information and preliminary market analysis have provided the Councils with sufficient understanding of the market, service costs, provider capabilities and delivery requirements. The analysis identified several experienced VCSE and community-based organisations capable of delivering the services, providing assurance that there is sufficient capacity to support effective competition. The opportunity will be advertised through an open competitive procedure, enabling all interested and capable providers to participate.

Published sub-criteria (2)
- Technical: 80%
- Commercial: 20%
Published award criteria (2)
- Commercial: A contract will be awarded to the bidder submitting the Most Advantageous Tender (MAT) based on a weighted evaluation of 80% quality and 20% price for each lot. The 20% price weighting ensures that cost remains an important consideration and encourages competitive pricing, while recognising that the services are funded through Public Health grants and that achieving high-quality outcomes represents the key priority.
- Technical: A contract will be awarded to the bidder submitting the Most Advantageous Tender (MAT) based on a weighted evaluation of 80% quality and 20% price for each lot. The 80% quality weighting reflects the specialist nature of the services and the importance of securing providers that can demonstrate a strong approach to service delivery, stakeholder engagement, safeguarding, and the achievement of the required outcomes. Given the preventative and community-based focus of the services, quality is considered the primary determinant of successful delivery and positive outcomes for residents.
No conditions of participation were published on the notice; check the tender documents.
- Price carries 20 of 100 points: a 10% discount moves about 2 points. The method statement decides this lot, not the discount.
- Turnover usually expected: about £339,535 – ~£428,561 per lot (twice each lot's annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means registered in Greater London.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered in Greater London.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 146 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
