Coverage: 45 active published awards; 4 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
Dudley M.B.C are inviting providers to hear about an upcoming tendering opportunity for the Dudley MBC Blue Badge Scheme. Local authorities are responsible for the day-to-day administration and enforcement of the scheme. They are responsible for determining and implementing administrative, assessment and enforcement procedures which they believe are in accordance with the governing legislation. The Blue Badge (Disabled Persons' Parking) Scheme was introduced in 1971 under Section 21 of the Chronically Sick and Disabled Persons Act 1970 ('the 1970 Act'). Chronically Sick and Disabled Persons Act 1970 The aim of the scheme is to help people with severe mobility problems caused by visible and non-visible ('hidden') disabilities to access goods and services, by allowing them to park close to their destination. The scheme is open to eligible people irrespective of whether they are travelling as a driver or as a passenger. The scheme provides a national range of on-street parking concessions to Blue Badge holders. It allows them to park without charge or time limit in otherwise restricted on-street parking environments and allows them to park on yellow lines for up to three hours, unless a loading ban is in place.

The aim of this engagement is to provide an outline of the commissioning intentions, for commissioners to understand the interest and the market's capabilities and for potential service providers to gain a wider understanding of the scope, provide feedback and ask questions. The information gathered from this exercise will help shape future proposals including any potential tendering process and associated service specification. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council. This is not a call for competition. For this engagement event we will be hold one hour, 1:1 sessions with providers. These will be held over the following dates and time. • Wednesday 2nd April 2025 - 12.00-2.30pm • Friday 4th April 2025 - 9.00 - 2.00pm The sessions will provide further information about this tender opportunity. If you are interested in booking a one-hour time slot, please contact Kim.Morris@dudley.gov.uk quoting in the subject header 'Blue Badge Scheme Event'. Please request a time slot by the deadline of 12pm -28th March 2025.
